The Senior Manager: Facilities and Procurement is responsible to ensure that through good governance within its supply chain processes, that efficient, effective and uniform planning for and procurement of all goods, services and works required for the proper functioning of the organisation conforms to constitutional and legislative principles whilst developing, supporting and promoting broad based black economic empowerment (BBBEE), preferential procurement framework PPPFA and PFMA.

To also ensure efficient, effective, uniform management and disposal of goods and assets through the supply chain management process.

Job Summary:
The purpose of the job is to also ensure that the organisation’s strategic supply chain management objectives are achieved and that total cost of ownership savings and service improvement targets are met.

Development of a divisional strategy in line with the organisational strategy to ensure needs are met.

Manage and update the Supply Chain Policy and procedures to be in line with the acceptable norms and Acts governing procurement.

The management of the acquisition, demand, retention and disposal of organisational assets is a priority.

Facilities, fleet, logistics and travel are critical areas of the function.

The position has delegated authority to negotiate all contracts with different service providers and recommend same to all levels of management of the organisation.

Bound by the organisation policies and procedures.

Use this freedom to develop and implement Supply Chain strategies for the division.

Can authorise expenditure for the department and recommend for the organisational expenditures.

Provide input into changes to policies and procedures.

Advise management on policies and procedures governing Supply Chain Management.

Negotiate contracts with key suppliers and customers in consultation with the General Manager: Finance.

Development and Management of a Business Plan and Reports for the Procurement Department

Collaborate with Executive: Finance and respective Executive to develop medium and long term strategic plans for the organisation.
Engage with internal and external stakeholders to develop preliminary business plan together with Executive: Finance.
Compile and motivate acceptance of business plan for the division in line with the organisational strategic plan.
Communicate the plan to stakeholders and negotiate and implement individual service level agreements.
Identify risks on an enterprise and divisional level and develop plans to mitigate and reduce risks.
Assist the Executive: Finance with the development of organisational initiatives for the division and develop project plans for implementing agreed decisions.
Compile annual inputs to the year-end report.
Compile monthly reports and analyse them graphically BEE and Non BEE spend reports and treasury reporting.
Tender management and reporting.
Facilitate the development and approval of the budget for the Procurement Department.
Review and where necessary amend the department structure/manpower plans to ensure availability of staff to achieve the agreed strategic and operational goals.
Conduct feasibility studies, monitor revenue and operational trends and make recommendations for Continuous Business Improvement and sustainability.
Represent the division at organisational meetings.
Providing input into the compilation of service level agreements.
Investigating trends and making recommendations to the relevant line managers.
Negotiate all contracts with suppliers in consultation with the Executive: Finance.

Staff Development and Management:

Provide strategic leadership, guidance and mentoring to direct reports.
Participate in the timely recruitment and selection of all staff for the division.
Develop personal growth opportunities for all staff by acting as a mentor as well as facilitating appropriate development.
Actively manage EE targets within the department.
Manage performance management system and ensure that performance plans and appraisals are completed by agreed timelines.
Implement systems for staff development and succession planning.
Manage communication strategy and systems to ensure effective liaison between my division and the whole organisation.

Procurement, Distribution and Contract Management:

Develop an infrastructure/logistics within the organisation to facilitate distribution goods and services to all divisions.
Evaluate the performance of suppliers to ensure compliance with their service level agreements (SLA).
Investigate alternative service providers for scope of service provision and cost and make recommendations to the Executive: Finance.
Negotiate with the suppliers for a better turnaround time for different goods and services.
Management of waste.
Development and management of a supplier data base system to ensure information availability and provision of statistics to stakeholders.
Monitor, evaluate and report on results on a regular basis through month end reporting and graphical presentation of trends for BEE and NON BEE procurement.
Taking action to increase/decrease stock levels of goods and services.
Managing risk for the division and for the organisation to ensure compliance with SCM policies and procedures.
Make strategic decisions in times where there are emergencies and implement control to minimise the impact to the organisation.
Ensure that the data base is updated regularly.
Set requirements for data that needs to be stored.
Ensure that data retrieved is usable.
Provide data to all stakeholders.
Monitor the trends of suppliers and new and innovative products and services.
Manage and develop all SLA’s with service providers to ensure and improved supplier performance.

Facilities, Assets and Fleet Management:

Ensure the timeous and cost effective movement our fleet and monitoring.
Ensure that there are log books in place for record keeping.
Control and check for misuse of vehicles and fleet cards.
Work within budget for the fleet.
Plan, implement the fleet life span until disposal.
On time deliveries.
Manage the CAA buildings in line with the OSH ACT.
Ensure that travel coordination for all staff is done timeously.
Managing the insurance portfolio- update the insurance portfolio of CAA assets with additions and reductions due to claims and purchases.
Manage risk for the division and CAA.
Conduct internal customer surveys.
Overall management of all physical assets and disposals thereof.

Planning, Organising and Policy/Procedure/Process Development and Review:

Ensure that procedures/processes are standardised and a continuous improvement is done.
Take responsibility for projects in the division.
Investigate best practice/improvements in technology and implement where necessary.
Ensure that quality standards are maintained in line with ISO 9001-2000 system.
Ensure that we compile plans and strategies in line with the organisational strategy and requirements.

Facilities and Project ManagementInitiate, plan and gain approval for projects:

Execute, monitor and control the progress of the projects, as well as the performance of the team members on the project teams.
Conclude projects and provide feedback regarding the results/effectiveness.
Manage the hygiene of the whole organisation in line with the OSHACT standards.
Participate in all building and maintenance improvements and implementation of plans.
Project manages all new plans for expansion of office space, e.g. restructuring of office space and decentralisation plans.
Sourcing of new offices for the CAA.

Requirements:
Education:
Bachelor’s Degree in Supply Chain Management / Logistics / Procurement or Related Degree

Ideal Qualification: Relevant Post Graduate qualification in Supply Chain Management or Logistics

Experience:
10 Years Supply Chain Management Experience
5 Years Management experience
