Job Title: Chief Programme Officer
Location: Cape Town, Western Cape
Ref No: CPO/CDC-CPT/1219
Period: Fixed term contract in line with funding
Salary: Market related

Purpose:

The purpose of the Chief Programme Officer is to lead and guide the multiple programmes of TB HIV Care including TB and HIV prevention, care and treatment for the general population, priority populations (adolescent girls and young women) and key populations (sex workers, people who use drugs and inmates in correctional facilities). The incumbent will provide management, leadership and technical oversight to the programme managers and their implementation teams. He/she will promote the objectives of the programmes, as well as advocate with the highest levels of policy makers and healthcare providers to improve the provision of TB and HIV services across various communities.

Minimum Requirements:

  • Master of Public Health or master’s degree in a relevant field
  • 10 years’ experience in implementing and managing public health programmes
  • 5 years’ clinical experience in public health programming for tuberculosis (TB) and HIV prevention and treatment
  • 5 years’ experience in developing budgets and monitoring expenditures for multiple programmes or projects with distinct funding sources
  • 3 years’ health programme monitoring, evaluation and reporting experience
  • Valid code 08 driver’s licence
  • Ability to travel nationally
  • Clear criminal record

Key Performance Areas:

  • Provide leadership and vision to transform HIV, TB and key populations policies, planning and programming
  • Develop strategic plans in line with the programme’s vision and mission
  • Advocate on behalf of the programme at various levels, including policy makers and healthcare providers
  • Supervise, manage and provide technical support to programme managers
  • Ensure the provision of ongoing sources of financial support by securing grant funding
  • Ensure financial viability through sound cash flow management and oversight of budgets and expenditure
  • Ensure the review of the programme’s performance to mitigate risk
  • Guide the monitoring and evaluation (M&E) unit to ensure the development and dissemination of reports, and the completion of periodic evaluations and assessments to inform programme decision-making
  • Analyse strategic information to effectively monitor key indicators and inform decision-making
  • Build and maintain professional relationships with key influencers, technical experts, government departments, healthcare providers and other organisations
  • Ensure that the programme is appropriately staffed to achieve its objectives

Knowledge, Skills and Competencies:

  • Possess good knowledge of HIV prevention, care and treatment; prevention of mother-to-child transmission (PMTCT) and TB services
  • Excellent strategic management ability
  • Good leadership, mentoring and people management skills

  • Excellent interpersonal skills and ability to build relationships with stakeholders
  • Very good problem-solving ability
  • Excellent written and verbal communication skills
