The Centre for Local Capacity Building (CLCB) is an NPO (Nonprofit Organisation) that seeks to improve local governance by interacting with key players (citizens, civil society, local government and businesses alike) to ensure efficient participatory democracy. Origins CLCB was founded to address the local government issues affecting public participation and provision of services from a nonprofit approach.

In South Africa, mining companies are mandated by law to contribute to the Integrated Development Plans (IDP) of municipalities in which they operate. However, mining towns are faced with declining economies and various socio-economic ills whilst mining companies continue to make profits. Against this backdrop, the Centre for Local Capacity Building (CLCB) together with its partners, VNG International and Musina Local Municipality developed a programme proposal to address this gap and have been awarded grant funding by the European Union to support the capacity of five (5) mining Local Authorities (LAs) namely: Musina LA, Thabazimbi LA, Sol Plaatje LA, Lephalale LA and Ba-Phalaborwa LA. The Programme aims to contribute to the long-term objective of increasing economic development and growth in South African mining towns by providing institutional (LA) and official (IDP, LED and Spatial Planning) capacity support; for effective engagement with mining companies operating within the respective municipal jurisdictions.

Job Title: Graduate Assistant for the EU-Local Authorities Mining Programme
Job Location: Pretoria, South Africa.

Responsibilities:

  • Communication, visibility and marketing of the Programme by managing and maintaining different media platforms
  • Manage the CLCB Website, Facebook and Twitter pages
  • Produce write-ups for the website, newsletters, media briefs etc
  • Maintain a filling system (electronic and hardcopy)
  • Manage all logistics for local staff and LA officials
  • Manage all logistics for conferencing
  • Manage expert database
  • Manage office supplies, consumables and inventory
  • Keep abreast with all developments in the municipal-mining space
  • Provide secretariat support for Programme activities

Requirements:

  • A Bachelor’s (BA, BCom or BSc) degree from any credible university nationally or internationally
  • A Postgraduate degree will be an added advantage
  • Knowledge of the local government and mining sector is highly desirable
  • Command of the English language
  • Competent computer skills, social media skills and social media presence is desirable
  • Time management skills
  • Be a self-starter, proactive, team-player and charismatic
  • Minimum of one to two years’ experience in a similar position will be an added advantage
