Overall Responsibilities
The Project Specialist provides general project management, financial, logistical, and technical support in the Deputy Project Director Office and the various programs overseen by this office. The Project Specialist works closely with project wide staff to support the development, implementation, and management of activities, ensuring a smooth integration and coordination of administrative, logistical, financial, operational, and technical components. Major responsibilities include general project management, financial reporting, consultant and contractual support for all Deputy Project Director sponsored activities, information management, training of new staff in administration and policies and procedures, project closeout support, and travel coordination.

 

Specific Responsibilities

Support the office of the Project Deputy Director to arrange meetings, workshops and conference schedules, travel agendas, and other activities as required in the Deputy Director’s Office. Perform secretarial duties, including pre-meeting planning tasks are carried out and completed efficiently, organize and reprioritize tasks, maintain records, and coordinate functions with various individuals and organizations. Handle record-keeping, word processing, preparation of correspondence, manuscripts, telecommunications, regular project mailings and other administrative support duties; and carry out other duties as assigned by the Deputy Director.
Keep track of progress on execution of meeting resolutions and ensure senior project members are kept informed on progress made on actions allocated.
Provide support to the Deputy Project Director to ensure that all requests submitted for approval are in the approved work plans and budgets. S/he must understand financial terminologies and the how BLC funding streams, including supporting the Deputy Director in monitoring budget reports, coordination of the work planning and budget compliance processes
Conduct research, literature reviews, and other data collection, and draft technical papers as requested.
Serve as the key trainer of Project Associates, temporary staff, and other new staff on administrative and certain financial management activities as well as general project policies and procedures.
Assist with day to day workload/task management and oversight of temporary Project Associate staff.
Provide feedback and support and continue to train Project Associates to ensure tasks are being completed on time and of high quality while adhering to project and MSH procedures.
Support the Deputy Project Director in in budget monitoring for all project funding streams. Coordinate with the Project Associates to ensure funding stream accruals are accurately tracked.
Work in collaboration with designated Directors and other project staff to ensure that all contractual agreements are in place for activities, including preparation of consultant agreements, work orders, and other contractual requirements. Track related expenditures, deliverables and level of effort as needed.
Coordinate procurement for the project, including developing and processing purchase requests and purchase orders.

The Project Specialist is aware of, and adheres to, MSH’s Procurement Integrity standards in all activities.
Serve as a resource to and operational liaison for MSH field offices and/or headquarters regarding project activities, as necessary.

Ensure that the Project Associate team practices sound file management practices and disseminates programmatic and team information on a timely basis.
Gather and circulate project communications materials as needed
