Project Overview:

The USAID TB South Africa Project is five-year contract which builds upon interventions and achievements from URC’s current USAID TB CARE II South Africa and the prior TB Program South Africa. TB CARE II activities are supporting the South Africa National Department of Health’s (NDOH) TB prevention and control efforts, working closely with national and provincial partners to close identified gap areas and further develop sustainable systems that can carry forward long-term improvements in TB and drug-resistant (DR) TB diagnosis, care, and treatment services.

This project will help the government of South Africa further reduce TB infections, with the ultimate goal of ending TB once and for all. To reach this goal the project will continue to improve the long-term sustainability of effective TB response systems and improve TB care and treatment for vulnerable populations.

Job Title: Human Resource (HR) Manager
Project Name: USAID TB South Africa Project
Type: Regular/Full Time
Salary: Commensurate with required experience and qualifications
Reports to: Financial Management & Operations Director
Location: National (Pretoria)

Roles and Responsibilities 

The HR Manager will be responsible for the management of all human resource functions for the project. Primary responsibilities include, but are not limited to the following:

  • manage and oversee the recruitment process, including staff onboarding and orientation;
  • maintain and update HR policies and procedures and ensure that these are aligned with the Basic Conditions of Employment Act (BCEA);
  • collaborate with the relevant operations and technical staff to ensure that organizational HR Policies are adhered to;
  • provide guidance and support to management and staff in conflicts and ensure there is amicable conflict resolutions;
  • ensure that all project staff participate in mandatory organizational trainings, including trainings on code of conduct, values and ethical standards, conflict of interests;
  • accurately administer capturing of personnel information onto the payroll system as well as the relevant Labour department systems;
  • ensure that an adequate performance management system is administered and adhered to by both the Employees and the relevant Supervisors;
  • ensure that annual performance evaluations are conducted timely for all project staff;
  • perform HR administration duties, including: developing job descriptions, employment contracts and consultancy agreements; proper filing of all personnel files;
  • provide accurate and timely payroll information in accordance with the monthly deadlines;
  • develop a career development plan for project staff;
  • initiate and implement effective employee wellness initiatives to improve staff morale;

Required Qualifications, experience and competencies:

  • A relevant degree in HR (post-graduate qualification an advantage);
  • At least 5 years’ experience at a similar level;
  • Demonstrated experience in job profiling and salary benchmarking preferred;
  • Good knowledge on local labor laws and regulations;
  • Ability to assess and analyze development training needs;
  • Proficiency in MS Office package
