Basic Function of Position:

The Deputy PEPFAR Coordinator shares many of the duties of the PEPFAR Coordinator for the development and implementation of a unified program that capitalizes on the comparative advantages and competencies among the various U.S. Government agencies involved in implementing public health program activities funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in country. This is both a management and a communication role. Job holder serves as primary coordinator for meeting key reporting timelines related to the inter-agency PEPFAR program in country. As the day-to-day manager of the PEPFAR Coordinator’s Office, job holder monitors the office budget, assigns and clears on work products prior to submission to the Coordinator and works closely with service providers to meet office operational requirements. Job holder facilitates communication between and among the participating U.S. Government agencies, working closely with agency program managers and the inter-agency technical working groups to ensure coordinated planning, implementation, and monitoring of PEPFAR supported activities. Job holder collaborates with the Coordinator in creating opportunities through events and activities for regular communication between the PEPFAR in-country team and the various partners, including the Ministry of Health and other participating organizations. Job holder serves as Acting PEPFAR Coordinator in the PEPFAR Coordinator’s absence.

The Deputy PEPFAR Coordinator is a key member of the PEPFAR Oversight Committee, which is a high level interagency body guiding PEPFAR management and strategic planning. Job holder has management responsibility for 12 office staff (Administrative Assistant, Budget Analyst, Public Communication Manager, and the 9 Provincial Liaisons. Job holder also serves as the Strategic Information Liaison within the PEPFAR Coordination Office to the Office of the Global AIDS Coordinator (OGAC) and coordinates interagency teams that evaluate and monitor the PEPFAR South Africa program.

The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Administrative Management Specialist (PEPFAR Deputy Coordinator) in the PEPFAR Office.

Applicant must be a U.S. citizen and hold valid South African residency permit.
Minimum Requirements
Qualifications Required:

1. Education: Master’s degree or host country equivalent in public administration, public health, international development, business administration, management, accounting, finance, nursing, medicine or health services administration is required.
2. Experience:

  • Three years of progressively responsible administrative management experience in a public health and/or international development program that includes a coordination role in the monitoring and evaluation of programs or strategic information gathering is required.
  • Two years of experience at the managerial level that includes direct supervision of staff is required.

3. Language:

  •  English level IV (fluent) reading/writing/speaking is required.

4. Knowledge:

  • Good working knowledge of the structure and functions of all USG agencies implementing PEPFAR in country, primarily USAID and CDC, and the management structures of PEPFAR including Technical Working Groups and the Oversight Committee is required.
  • A broad knowledge of the SAG operational environment, including a detailed knowledge of the structure and operations of the South African Department of Health, Department of Social Development, Department of Basic Education, Premier’s Office, and Provincial AIDS Councils and the environment for health care delivery at the national, provincial, and district level in South Africa is required.
  • A detailed knowledge of the policies, procedures, and regulations of SAG and the local jurisdiction related to health care delivery and public health issues commonly encountered in the implementation of PEPFAR-supported activities within the assigned jurisdiction is required.
  • A comprehensive knowledge of the principles, methods, and strategies for implementing, managing, and evaluating public health programs and public policy implications affecting management of these programs is required.
  • A good working knowledge of the programmatic elements of PEPFAR is required.

5. Skills and Abilities:

  • Excellent organizational and leadership skills are required.
  • Good written communication skills are required.
  • Good oral communications skills are required.
  • Ability to maintain contact at all levels of the host government and with stakeholders in the non-government arena is required.
  • Ability to deliver oral presentations on programmatic matters is required.
  • Ability to multi-task in a highly-detailed work environment is required.
  • Ability to assess problems and develop realistic solutions is required.
  • Ability to plan and monitor budget expenditures to meet office program needs is required.
  • A facility to work with higher mathematical calculations for purposes of budget and COP reporting is required.
  • Keyboarding skills that include both speed and accuracy are required.
  • Must be proficient in the use of Microsoft Suite 2007 (this will be tested). Intermediate user level of word processing, spreadsheets, and databases is required.

Additional Selection Criteria:
– Applicants must be U.S. citizens.
– Applicant must be able to obtain a Department of State Secret Security Clearance.

Basic Salary: R534,747 – R748,642 per annum

Cash Benefits: R117,908 – R135,733 per annum
Non-cash benefits include medical, pension and others where applicable
