VPUU NPC is a Public Benefit Organisation that implements multisectoral integrated area based upgrading programmes of neighbourhoods in townships and informal settlements. We do this in partnership with communities, municipalities, provincial and national government.

We work in an integrated team of community participation, socio economic development, operation and maintenance, planning and design, infrastructure development, and knowledge management towards sustainable urban neighbourhoods.

Job Title: MONITORING, EVALUATION AND LEARNING (MEL) SPECIALIST Location: Cape Town
Remuneration; R 40 000.00 per month (Depending on experience)

The purpose of the position is to provide strategic advice to the CEO and the organisation, to seek new opportunities and to further develop knowledge management and monitoring and evaluation systems in line with the organisation’ strategic goals.

Responsibilities:

  • Oversee the development and implementation of Monitoring, Evaluation and Learning (MEL) frameworks for VPUU’s Areas of Expertise, including the development of logical frameworks, theories of change, indicators, targets and data collection tools
  • Support the conceptualization of quantitative and qualitative data collection and analytical methods to support routine M&E activities and targeted evaluations
  • Oversee targeted impact evaluations, including design, data collection, management and analysis
  • Develop and oversee data flow patterns for all VPUU Areas of Expertise that will ensure timely data collection and reporting
  • Provide strategic guidance and training on Monitoring, Evaluation and Learning (MEL) to CEO, Leads of VPUU Areas of Expertise and project champions, as needed
  • Promote and support the dissemination of MEL information among the leadership team
  • Lead knowledge transfer and sharing of best practices and lessons learned across VPUU Areas of Expertise and project teams
  • Work with tertiary institutions and other research partners to strengthen VPUU approach of evidence based and data driven work
  • Oversee the implementation of key research and knowledge management projects
  • Lead, manage, develop and evaluate MEL team members

Requirements:

  • Masters degree in public health, statistics, monitoring and evaluation or related field or equivalent experience
  • At least 7 years of proven work experience in designing and leading monitoring, evaluation and learning activities for complex, multi-year development programmes
  • Work experience in working in upgrading of low income neighbourhoods is a strong advantage
  • Proven expertise in quantitative and qualitative methodologies, reporting, data quality control, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectives
  • Strong technical skills, including ability to process and analyse data using one or more statistical software packages, including at least one of the following: SPSS, Stata, MS Access
  • Strong Salesforce skills desirable, including report generation, cleaning and uploading datasets, and creating and customizing objects and record types
  • Knowledge of MS Office software
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Experience facilitating monitoring, evaluation, and data collection training workshops
  • Ability to coach, mentor and develop technical capacity of staff
  • Proven track record in proposal and report writing
  • Demonstrable strategic thinking abilities
  • Analytical mind with problem-solving aptitude
  • Effective leadership and organizational skills
  • Excellent communication skills
  • Own car and valid driver’s licence
