REQUIREMENTS : A three year tertiary qualification in Human Resources Management\/labour law\/
\nlabour relations; Relevant experience in Labour Relations. Knowledge:
\nKnowledge of standards, practices, processes and procedures related to labour
\nrelations; collective bargaining structures and processes; structure and
\nfunctioning of the Department; Employment Equity Plan of the Department;
\nConstitution of the RSA, Public Service Act and Regulations, Employment Equity
\nAct, Basic Conditions of Employment Act, Labour Relations Act, Collective
\nAgreements, Codes of Remuneration and the Public Finance Management Act.
\nSkills: Basic numeracy; interpersonal and diplomacy skills; general administration
\nand organisational skills; interpretation of policies; ability to undertake basic
\nresearch\/gather information; computer literacy; financial administration;
\nchange\/diversity management; objectivity; analytical thinking; problem solving
\nskills; motivational skills; influencing skills; conflict management; presentation
\nskills; negotiation skills; communication and report writing abilities. Personal

DUTIES : implement and maintain policies, procedures related to labour relations; provide
\nadvice regarding labour issues in the workplace; support formal processes with
\norganised labour; assess and make recommendations regarding the
\neffectiveness and status of operational labour relations. Administer and support
\ndisciplinary matters; assess and recommend whether conduct warrants formal
\ninvestigations. Receive complaints and liase with relevant stakeholders; act as
\ndesignated officer to resolve grievances; act as departmental representative in
\nconciliations, mediations and arbitrations. Advise and assist management and
\nstaff on dispute resolution procedures and multi-lateral forums; liaise with
\norganised labour on matters of mutual interest; represent the Department in
\nvarious bargaining structures as appointment by the Regional Manager. Advise
\nmanagement and staff on issues related to labour relations; liase and interact\u00a0with related internal and external stakeholders; ensure compliance of Human\u00a0Resources policies and practices with labour law and collective agreements;
\nconduct training and awareness on employee\/labour relations; promote sound
\nlabour relations, equity and diversity.<\/p>\n
