REQUIREMENTS : A 3 years bachelor degree, diploma or equivalent qualification in the relevant field.
\nProject Management qualification will be an added advantage. 3-5 years\u2019 experience
\nin a public service and private sector delivery environment is required. Experience in
\nmanaging projects at a national scale will be an added advantage. The ideal
\ncandidate should be conversant with the public service delivery and management
\nissues and have the ability to plan and convert policy into action. A valid driver\u2019s
\nlicense is required. Candidate must be willing to travel the country extensively and
\nwork irregular hours. SKILLS: Project Management, Financial Management,
\nStrategic Management, National Qualification Framework, National Skills
\nDevelopment Strategy, Familiarity with Government Priorities for Socio-Economic
\ndevelopment; General Management, South African Labour Market, BBBEE, Skills
\nDevelopment Act, Skills Development Levies Act, Employment Equity Act, Basic
\nConditions of Employment Act, SAQA Act and PFMA and Treasury regulations.
\nSupervisory and leadership skills, facilitation skills, computer literacy, presentation
\nskills, innovative, analytical, verbal and written communication skills, problem solving\u00a0and Quality Management skills.<\/p>\n

DUTIES : Assist in managing the performance of staff in the sub-directorate. Assist to plan and
\noversee monitoring and evaluation of projects in allocated portfolio. Assist in
\nprogramme development and coordination including disbursement and operational
\npolicy. Assist in developing and reviewing operational manuals. Assist in the
\nDevelopment of framework for funding applications in line with National Priorities.
\nAssist in evaluating project proposal, applications and submission. Assist in
\nevaluating the implementation capacities of projects implementers. Assist in the
\nDevelopment, implementation and monitoring of Service level
\nagreements\/memorandum of agreements. Assist with input into programme reports
\nand with input into other implementation reports. Assist to plan and oversee the
\nclose-out and final evaluation of project. Assist to manage interface with different
\nstakeholders of the DHET and NSF. Contribute to the development of policy for the
\nimplementation of the NSF programmes. Manage own projects portfolio as allocated
\nin the Directorate to conduct own monitoring and evaluation and write reports as\u00a0required.<\/p>\n
