REQUIREMENTS : A 3 years bachelor degree, diploma or equivalent qualification in the relevant field. A
\nProject Management qualification will be an added advantage. A minimum of 5
\nyears\u2019 experience in a public service and private sector delivery environment is
\nrequired. Experience in managing projects at a national scale will be an added
\nadvantage. The ideal candidate should be conversant with the public service delivery
\nand management issues and have the ability to plan and convert policy into action. A
\nvalid driver\u2019s license is required. Candidate must be willing to travel the country
\nextensively and work irregular hours. SKILLS: Project Management, Financial
\nManagement, Strategic Management, National Qualification Framework, National
\nSkills Development Strategy, Familiarity with Government Priorities for Socio-
\nEconomic development; General Management, South African Labour Market,
\nBBBEE, Skills Development Act, Skills Development Levies Act, Employment Equity
\nAct, Basic Conditions of Employment Act, SAQA Act and PFMA and Treasury
\nregulations. Supervisory and leadership skills, facilitation skills, computer literacy,
\npresentation skills, innovative, analytical, verbal and written communication skills
\nand problem solving, Quality Management Skills, Research & development skills.<\/p>\n

DUTIES : Manage the performance of staff in the sub-directorate. Responsible for programme
\ndevelopment and coordination including disbursement and operational policy.
\nResponsible for developing and reviewing operational manuals. Responsible for
\ndevelopment of a framework for funding applications in line with national priorities.
\nResponsible for evaluating project proposals, applications and submissions.
\nResponsible for evaluating the implementation capacities of projects implementers.
\nResponsible for Development, implementation and monitoring of Service level
\nagreements\/memorandum of agreements. Plan and oversee monitoring and
\nevaluation of projects in allocated portfolio. Responsible for programme reports and
\ninputs into other implementation reports. Plan and oversee the close-out and final
\nevaluation of project. Manage interface with different stakeholders of the DHET and
\nNSF. Contribute to the development of policy for the implementation of the NSF
\nprogrammes. Liaise with various external stakeholders in the Provinces.<\/p>\n
