DISTRICT MANAGERS OPERATIONS 3 POSTS
\nWe need a strategic thinker and leader focused on strategy to use his\/her
\ninfluence to lead and manage the overall operations and performance of Civic,
\nImmigration and Support Services.<\/p>\n

SALARY : An all-inclusive salary package of R819 126 to R964 902 per annum (Level 13),
\nstructured as follows: Basic salary \u2013 70% of package; State contribution to the
\nGovernment Employee Pension Fund 13% of basic salary, The remaining flexible
\nportion may be structured in terms of the applicable remuneration rules.<\/p>\n

REQUIREMENTS : A 3 year National Diploma \/Degree in Social Sciences or NQF level 6
\nqualification with minimum of 5 years\u2019 experience in Civic and Immigration
\nservices or Operations Management, with 3-5 years\u2019 in a management position \u2022
\nA relevant postgraduate qualification will be an added advantage \u2022 Knowledge of
\nthe Human Resource Plan, relevant legislation and prescripts as well as the
\nPublic Service Regulatory Framework \u2022 Knowledge and information management
\nskills \u2022 Confidence to make decisions and solve problems \u2022 Business report
\nwriting skills \u2022 Programme and project management skills \u2022 Computer literacy \u2022
\nFinancial management skills \u2022 Communication including presentation skills \u2022
\nPlanning and organising, policy development, operations and logistics
\nmanagement skills \u2022 Competence in research methodology and analysis \u2022 A valid
\ndrivers\u2019 licence, willingness to travel extensively and work extended hours is
\nessential.<\/p>\n

DUTIES : The successful candidate will be responsible for, amongst others, the following
\nspecific tasks: Manage operations of the Civic and Immigration Services in the
\nDistrict \/ Metro Municipality in accordance with the service standards \u2022 Manage
\nCivic Services operations on the issuing of enabling documents (eg. birth,
\nmarriages, and deaths, travel documents, IDs \/ Smart Cards etc) \u2022Manage
\nImmigration operations (eg. port of entry, law enforcement, deportations and
\ninspectorate functions) \u2022 Align and integrate national immigration initiatives,
\nprocesses and policies to achieve improved efficiency and effectiveness in
\nservice delivery \u2022 Ensure the accessibility of DHA services by the public and
\nmanagement of outreach programmes \u2022 Ensure the delivery against the
\nmandates derived from the Government\u2019s Programme of Action (POA) \u2022 Provide
\ninputs in the development of Civic and Immigration Services strategies \u2022
\nOversee operations and activities of all local offices and Ports of Entry to meet
\nthe needs of the clients in line with the departmental service standards \u2022 Oversee
\nthe integrity of the national population register in the district as well as ensure
\neffective utilisation of all relevant Civic Services systems \u2022 Identify external trends
\nand patterns that will impact the medium and long term footprint and channel
\ndevelopment as well as Immigration Services \u2022 Facilitate the development of the
\nfootprint at Local Offices (small, medium and large), Permanent Service Points,
\nThusong centres, Health Facilities and Mobile Offices \u2022 Revisit, review and
\nstreamline all processes to ensure accuracy and efficiency in operations
\nexecution \u2022 Manage the implementation of a service delivery plan with measures
\nto improve and monitor service delivery, combat corruption and address and
\nprevent backlogs \u2022 Act as a change agent for transformation and communicate,
\nmotivate and drive change initiatives within the district \u2022 Recommend and
\nimplement performance improvement initiatives \u2022 Drive consistency and
\nuniformity by enforcing Standard Operating Procedures (SOPs) and creating
\nuniformity within DHA offices and Port of Entry (POE) that adhere to set
\nrequirements \u2022 Serve as a project leader within the District Municipality to ensure
\neffective project management implementation \u2022 Identifying policy gaps, provide
\ninputs and comments on drafting policy documents \u2022 Ensure effective
\ninterpretation and implementation of Civic Services and Immigration legislative
\nframework \u2022 Ensure effective management of compliance with legislation,
\nregulations, DHA policies and procedures within the unit \u2022 Manage the delivery of
\nthe Operational plan against the agreed objectives and timeframes \u2022 Report on
\nthe performance of the District Municipality against the APP, BP and Operational
\nPlan to the Provincial Manager \u2022 Develop technical expertise within the District
\nMunicipality and keep abreast of technological advancements \u2022 Draft and submit
\nreports that are required or delegated by Ministry, Director-General, Deputy<\/p>\n

\nEnsure that the DHA services and plans are in line with the Integrated
\nDevelopment Plan (IDP) of the Metro- Municipality \u2022 Ensure the delivery of
\nservices against the mandates derived from the Government\u2019s Programme of
\nAction (POA) \u2022 Represent the Province at management and other government
\nforums \u2022 Liaise and co-ordinate with governmental, non-governmental institutions
\nand other structures and organizations \u2022 Manage key stakeholder relationships
\nrelated to the delivery of services \u2022 Manage external contractors and suppliers in
