\nPUBLIC ENTITIES AND INFRASTRUCTURE) REF NO: PT 15\/05
\nAllocative efficacy through budget preparations, infrastructure budgeting,
\nexpenditure monitoring economic analysis and fiscal policy to all provincial
\ndepartments, municipalities and public entities
\nSALARY : R819 126 per annum all-inclusive salary package (including basic salary = 70%
\nof package, the State\u2019s contribution to the Government Employees Pension
\nFund = 13% of basic salary and a flexible portion. The flexible portion can be
\nstructure according to the individual\u2019s needs).<\/p>\n

REQUIREMENTS : A bachelor\u2019s degree or National Diploma or any other relevant tertiary
\nqualification (including an equivalent qualification in recognition of prior learning)
\nin Financial Management\/Accounting\/Auditing\/ Public Finance\/
\nEconomics\/Public Administration\/Built Environment or related field. Proof of
\nattendance of relevant skills development \/training programmes will be an added
\nadvantage. 5 \u2013 11 years working experience in Finance or related field of which
\n3 years must have been at middle management level<\/p>\n

DUTIES : Key Performance Areas:To drive the provincial Medium Term Expenditure
\nFramework (MTEF) and annual budget process; To promote effective, optimal
\nfinancial resource allocation and enable Government to finance its service
\ndelivery obligations; To manage the formulation and publication of the Medium
\nTerm Budget Policy Statement (MTBPS) and the main budget overview. To
\ndetermine the impact of allocated resources on achieving the desired socioeconomic
\noutcomes. To recommend budget allocations that give expression to
\nnational, provincial and local government priorities. To review and evaluate
\nbudget proposals, budget implications of policies and plans and recommend
\nfunding. To provide departmental policy advice, ensure budget implementation
\nand enhance service delivery. To enhance social and economic infrastructure
\ninvestment. To monitor and support the improvement of Public Entities Financial
\nperformance and efficient use of public resources. Ensure effective strategic and
\nhuman resource management within the Directorate.
