ASSISTANT DIRECTOR: PERFORMANCE MONITORING AND EVALUATION\u00a02 POSTS REF NO: DPSP\/12\/15

\nCENTRE : Directorate Departmental Performance Monitoring & Control, Defence
\nHeadquarters, Erasmuskloof, Pretoria.<\/p>\n

REQUIREMENTS : A recognised Degree\/Diploma\/NQF Level 6 qualification in Management
\nScience, Strategic Studies or related field. Ten (10) year practical experience in
\ndealing with strategic management, quarterly performance reports, annual
\nreports, Management Performance Assessment Tool (MPAT), monitoring and
\nevaluation or corporate strategic reporting at least at Divisional level (Level 1
\nDepartmental and Level 2 Branch\/Division) with outcome based results in the
\npublic services. Experience in report\/policy writing and participation in strategic
\nplanning. Track record of analytical work on security-related issues and
\ninteraction with stakeholders on security issues inside and outside the public
\nservice will be an advantage. Applicants with prior learning either by means of
\nexperience or alternative courses may also apply. Preference will be given to
\ncandidates with relevant experience in the Department of Defence and related
\nsecurity entities. Special requirements (skills needed): Strong dynamic verbal
\nand written communication skills. Good understanding of civil-military relations.
\nSound understanding of planning, reporting and coordination. Ability to identify
\nstrategic gaps and propose viable solutions. Excellent time management skills
\nand sensitivity to deadlines. Excellent demonstrable end user computer skills in
\nMS Word, Excel, Power Point, etc. Good presentation skills. A solid
\nunderstanding of current defence policy and policy issues coupled with good<\/p>\n

networking and negotiation skills. Must be able to successfully comply with the
\nsecurity clearance processes of the Department of Defence.<\/p>\n

DUTIES : Assist and coordinate the Departmental Quarterly Performance Information.
\nAssist with the compilation, analysis and integration of the Quarterly reports.
\nAssist in monitoring the implementation of the Departmental Quarterly
\nPerformance. Maintain a database for Departmental Performance Information
\nMonitoring and Evaluation. Follow up on weaknesses and challenges identified
\nby the services and divisions in the previous reports and confirm
\nperformance\/progress on instructions that may have been issued by the
\nSecretary for Defence (Accounting Officer), Chief of the SANDF and the Minister
\nof Defence as and when required. Assist with the evaluation of the Departmental
\nPerformance Information Activity and Planning. Give feedback on the
\nPerformance of the Department to senior management, the Director General
\n(Secretary for Defence), Chief of the SANDF and the Minister, on time as and
\nwhen required. Conduct due diligence on quarterly performance and provide
\nsuch input as may be required for the departmental programme and budgeting
\nevaluation processes of the Department. Assist in the evaluation of the linkages
\nbetween financial and Non-Financial Performance against plan. Assist with the
\nreviewing and assessing of the frequency and quality of Performance Information
\nprovided by the DOD Services and Divisions. Assist in the development and
\npresentation of more integrated approaches to the monitoring and evaluation of
\nperformance management. Act as the nodal point for requirements for the DOD
\non the Departmental Performance as and when required. Contribute to building
\na dependable, outcomes focused high performance team.
