ENGINEERING TECHNICIAN PRODUCTION GRADE A-C: TECHNICAL
\nINTERVENTIONS 2 POSTS REF NO: P 05\/2015
\nPlease note that this is a re-advertisement for the posts of Engineering
\nTechnician Production Grade A-C: Technical Interventions (2 Posts) (Post
\n47\/113), advertised in PSVC 47 of 2014, as no suitable candidates were found.

\nSALARY : R222 150 \u2013 R340 539 per annum (dependent on experience)

REQUIREMENTS : An appropriate recognised Bachelor\u2019s Degree \/ National Diploma in Civil
\nEngineering; plus a minimum of 3 (three) years post qualification technical
\nexperience. Compulsory registration with Engineering Council of South Africa as
\na Professional Engineering Technician, applicants registered as a Candidate
\nTechnician do not qualify to apply A valid driver\u2019s license (minimum code B).
\nKnowledge, Skills, Training and Competencies Required: Knowledge of various
\nadministration policies and procedures. Knowledge of CETA, CIDB
\nrequirements as well as Skills Development Act. Knowledge of interpretation
\nand compilation of management report. Knowledge of Project Management.
\nUnderstanding of policy research, analysis, objective and development
\nprocesses, project management and financial management. In-depth knowledge
\nof overall contractor development training. Knowledge of Labour Relations Act
\nand Public Service reporting procedures and work environment. Knowledge of
\ncomputer based information systems e.g. MS Excel, MS Word, PowerPoint, MS
\nAccess. Knowledge of operating a variety of electronic equipment e.g.
\nmultimedia projector. Knowledge of planning and organizing including Project
\nManagement, specialized in the field of rural development engineering and
\nemerging contractor. Knowledge of research and implementing GIS standards.
\nKnowledge of GCC2010 contracts. Skills in the interpretation and application of
\npolicy. Research, policy formulation and managerial skills. Ability to develop
\ntechnical training material. Problem solving, analytical and innovative thinking
\nskills. Strategic planning and co-ordination skills. Computer skills. Team
\nbuilding skills. Excellent communication skills (verbal, written and networking).
\nProject Management skills. Presentation, facilitation and motivation skills.
\nNegotiation skills. The ideal candidate should be approachable, team orientated,
\nreceptive to suggestions and ideas and be an innovative thinker.<\/p>\n

DUTIES : Co-ordinate and drive B-BBEE initiatives within the Department: Identify and coordinate
\ndevelopmental opportunities for maximizing SMME\u2019s participation with
\nthe sector. Establish Departmental B-BBEE forum. Develop improvement plan\u00a0for the Departmental B-BBEE score card level. Analyze and review
\nDepartmental BEE framework and Sector charters. Identify, co-ordinate and
\nmonitor relevant training workshops for effective implementation of B-BBEE
\nwithin the Department. Co-ordinate and facilitate the Department\u2019s annual
\nverification process. Assess the contribution of Departmental programmes to
\nachieve provision of target groups: Assist in the development of relevant SMME
\npolicies and procedures relating to Technical support. Champion, drive and
\ndevelop business, Technical and economic empowerment strategic documents
\nand implementation plan. Provide inputs into the implementation of the pothole
\npilot strategies. Provide continuous assessment into the strategies and analysis
\nof findings for the inclusion into empowerment frameworks. Develop and submit
\nshort term draft policy proposal on the maintenance of the current Vukuzakhe
\nprogramme. Review of the long term plan for the Vukuzakhe Development
\nprogramme. Analysis on the current Vukuzakhe Programme. Develop, monitor
\nmentorship and training policies and frameworks towards SMME support.
\nExpand opportunities for SMME\u2019s in the distribution industry and upscale support
\ninitiatives: Identify opportunities for SMME development. Research, develop
\nDepartmental long term conceptual frameworks for SMME development strategy.
\nForging Public Private Partnerships to access SMME\u2019s opportunities. Conduct
\nsituational analysis on automotive industry. Develop proposal Incubator
\ndocument on automotive repair and maintenance. Promote stakeholder
\nmanagement to ensure effective service delivery: Consult with emerging
\ncontractors through the Vukuzakhe Association structures. Co-ordinate and
\nfacilitate internal and external stakeholder forums for promotion of sector SMME
\ndevelopment. Assist in facilitating technical training workshops through
\nVukuzakhe Association structures. Provide mentorship support to emerging
\ncontractors: Assist in developing strategies relating to the appointment of
\ntechnical consultants. Assist in monitoring the implementation of mentorship
\nsupport. Assist with analysis of pre and post assessment evaluations for the
\nVukuzakhe Emerging contractors and SMME\u2019s. Assist in analyzing statistical
\nreports and process information on monthly basis. Assist in compilation and
\ncontrol of budget for Technical Intervention Sub-Directorate.
