REQUIREMENTS : An Engineering degree (B Eng\/ BSC (Eng) or relevant qualification. Three (3)
\nyears post qualification engineering experience required. A valid driver\u2019s licence.
\nCompulsory registration with ECSA as a Professional Engineer. (proof of
\nregistration must be attached). Relevant working experience in the field of
\nplanning, and operation and maintenance. Certificates in project Management will
\nbe an added advantage. Knowledge of financial management. Knowledge of
\nstrategic framework for water service, National Water Act and Water Service Act.<\/p>\n
Knowledge of integrated water resource planning and management. Good written
\nand verbal communication skills, computer literacy, preferably in MS Word, Excel
\nand PowerPoint. Good planning and organizing skills. Computer aided
\nengineering applications. Knowledge of legal compliance. Technical report
\nwriting.<\/p>\n

DUTIES : DIVISION: PLANNING: Monitor projects and integrated water resource
\nprogrammes in the sub-directorate: Planning, Operation and Maintenance. Assist
\nand support the all water sectors (Mining, Industries, Energy, Agriculture and
\nDomestic) in the pre-planning, planning and implementation of the projects.
\nEnsure effective integrated water resource planning in the Region. Perform water
\nresource management function with other Directorates within the Region.
\nEvaluate project designs, technical drawings on MIG and RBIG projects and
\nrecommend for approval. Ensure the development and evaluation of the
\nimplementation readiness reports and feasibility studies by all water sectors.
\nLiaise with the WSAs and consultants regarding the development of the technical
\nreports. Act as the programme manager during the appraisal of the MIG and
\nRBIG. Evaluate and conduct technical reports and feasibility studies within Free
\nState Region. Compiling of the performance evaluation reports for all the water
\nsectors in the Region. Attend all integrated water resource planning meetings.
\nLiaise with all water sectors on infrastructure development programme.
\nRecommend on MIG projects, attend the IDP and PMU meeting with WSAs.
\nProduce analytical reports that reflect water service sector technical reports.
\nUpdate the monthly, quarterly and annual progress report as per the regional
\noperation plan. Manage, supervise and train the Engineering Technicians and
\ngraduate trainees. Manage the division project budget and MTEF section budget.<\/p>\n

DIVISION: OPERATION AND MAINTANANCE: Design new systems to solve
\npractical engineering challenges and improve efficiency and enhance safety.
\nEnsure that the objective of the strategic framework for water services are
\nefficiently implemented and maintained by all relevant institutions for delivery of
\nwater services to end users. Monitor, regulate and render assistance to
\nmunicipalities on the operation and maintenance of water sanitation
\ninfrastructure. Assist the supervisor with the support and regulation of
\nmanagement issues with regards to infrastructure utilization by water service
\nprovider (WSPs) and the water service authorities (WSAs). Liaise with and
\nsupport the WSAs responsible for water service operation and maintenance and
\nmonitor programmes. Evaluate reports from WSPs and WSAs against O&M
\nmilestone. Liaise with Technical managers in WSPs on non-compliance and
\nproposed corrective actions. Manage the refurbishment of transferred schemes.
\nProduce analytical reports that reflect water service sector technical reports.
\nConduct technical research to improve expertise. Manage and develop Human
\nCapital within the O&M Division. Update the monthly, quarterly and annual
\nprogress reports as per the Provincial operation plan. Manage the division project
\nbudget and MTEF section budget<\/p>\n
