REQUIREMENTS : A three year National Diploma\/Degree in accounting and financial
\nmanagement. A relevant post – graduate qualification will be advantageous. 5
\nyears\u2019 experience in the field of accounting & financial management or
\nmonitoring & compliance. 3 years management\/supervisory experience. A
\nstrong background and\/or knowledge in monitoring & evaluation will be
\nrequired. Knowledge of NPO legislation or M&E policies\/legislation.
\nKnowledge of applicable financial systems such as BAS, SAP, etc is essential
\nand advance computer skills. Sound knowledge of cash flow management,
\ncosting procedures and budget compilation. Implementation of Labour related
\nprocedures in a highly unionized environment. A valid driver’s license.<\/p>\n

DUTIES : Provide strategic leadership and mentoring to the Head Office and Regional
\nOffice units on funding and NPO financing related matters. Oversee the\u00a0overall functioning of all Regional Offices NPO financing units. To develop and
\nmanage the provincial NPO Transfer budgets in line with approved Annual
\nPerformance Plan. Ensure effective management of the Provincial NPO
\nBudget and Payment transactions on Supatsela (SAP system). Oversee the
\nfunding of NPO programs in accordance with all relevant legislations and
\nDepartmental priorities. Ensure development and phasing-in of appropriate
\ncosting models for approved programmes and targets. Establish and maintain
\ngood internal controls to prevent over-spending or under-spending of NPO
\ntransfer payment budget. Conduct financial training of identified organisations
\nto improve their financial management capacity. Develop, manage and
\nevaluate specific activities of sub-ordinates to ensure delivery of desired
\noutputs and outcomes.<\/p>\n
