Origins CLCB was founded to address the local government issues affecting public participation and provision of services from a nonprofit approach.<\/p>\n<p>In South Africa, mining companies are mandated by law to contribute to the Integrated Development Plans (IDP) of municipalities in which they operate. However, mining towns are faced with declining economies and various socio-economic ills whilst mining companies continue to make profits. Against this backdrop, the Centre for Local Capacity Building (CLCB) together with its partners, VNG International and Musina Local Municipality developed a programme proposal to address this gap and have been awarded grant funding by the European Union to support the capacity of five (5) mining Local Authorities (LAs) namely: Musina LA, Thabazimbi LA, Sol Plaatje LA, Lephalale LA and Ba-Phalaborwa LA.
