HIVSA empowers individuals, community workers and organisations by developing their capacity and resilience to effectively address socio-economic and health issues in the context of high HIV and AIDS burden with the ultimate vision of creating an HIV free generation.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Finance and Operations Consultant<\/strong><br \/>\n<strong>Location:<\/strong> HIVSA Bara and Omni Park, South Africa<br \/>\n<strong>Reporting to:\u00a0<\/strong>Finance Manager<br \/>\n<strong>Period:<\/strong>\u00a0 1<span style=\"font-size: 12px; height: 0px; line-height: 0; position: relative; vertical-align: baseline; bottom: -3px;\">st<\/span>\u00a0to 31<span style=\"font-size: 12px; height: 0px; line-height: 0; position: relative; vertical-align: baseline; bottom: -3px;\">st<\/span>\u00a0of May 2019<br \/>\n<strong>Dates of Engagement:\u00a0<\/strong> 1st May 2019 to 30th June 2019<br \/>\n<strong>Programme \/ Project:\u00a0<\/strong>HIVSA Finance &amp; Operational efficiency<br \/>\n<strong>Deliverable 1:<\/strong>\u00a0Assess, review and identify gaps<\/p>\n<p><strong>Number of Days:<\/strong>\u00a0\u00a0It is envisaged that the work will not exceed 3 months. The work will take place in phases and therefore maybe far fewer than the stipulated timeframe. This could be also be extended if the need arises.<\/p>\n<ul>\n<li>Accounting System (Pastel Sage Evolution) chart of Account for compliance with International Financial Reporting Standards for Small and Medium-sized Enterprises, Donor requirements e.g. Standard Provisions for Non-US non-governmental Organisations and Required as Applicable Standard Provisions and for Non-US Non-Governmental Organisation, South African Revenue Authority and labour laws<\/li>\n<li>Finance Policies and procedures manual. The consultant will review holistically, identify gaps and provide recommendations on the following, among other policies:\n<ul>\n<li>Procurement policies and procedures<\/li>\n<li>Fixed Asset register<\/li>\n<li>Petty Cash management policies and procedures<\/li>\n<li>Overheads Polices &amp; procedures and recoveries from Projects<\/li>\n<li>Compliance checklist<\/li>\n<li>Salaries cost allocations including time sheet reporting guidelines<\/li>\n<\/ul>\n<\/li>\n<li>Management reports including Fund Accountability Statements Policies and procedures as required by USAID recipient Contracted Audit<\/li>\n<li>Review the new Sub-Grant Management manual including tools, templates for alignment to the accounting system<\/li>\n<li>Review the Operational Systems -Fleet Management policies and procedures including tools and templates and Inventory (Stock) management policies and procedures including tools and templates<\/li>\n<li>Review IT Systems &#8211; Policies and procedure including management reporting tools and templates<\/li>\n<\/ul>\n<p><strong>Deliverable 2:<\/strong> Provide comprehensive written report on deliverable one with gaps identified and recommendations to Finance Manager and Exco<\/p>\n<p><strong>Period:<\/strong> 3<sup>rd<\/sup>\u00a0to 30<sup>th<\/sup>\u00a0of June 2019<\/p>\n<p><strong>Deliverable 3:<\/strong> Implementation of Critical recommendation<\/p>\n<ul>\n<li>Conduct Training sessions in some Critical gaps identified<\/li>\n<\/ul>\n<p><strong>Deliverable 4:<\/strong>\u00a0Provide a Final comprehensive written\u00a0 report<\/p>\n<p>Qualifications and experience<\/p>\n<p><strong>Qualification<\/strong><\/p>\n<p>Advanced university degree (Master\u2019s Degree) in Finance or accounting, or any other related field.<\/p>\n<p><strong>Experience<\/strong><\/p>\n<p>At least 15 years of demonstrable experience in public health, social development, training of cost principles and providing technical Assistance on compliance for USAID funded projects.<br \/>\nStrong familiarity with Finance and operations systems, compliance within multi donor environment<br \/>\nFamiliarity with tools, templates commonly used in establishing Finance and operations systems, budgets and fleet management and IT systems<\/p>\n<p><strong>General Conditions<\/strong><\/p>\n<p>The consultant selected will be responsible for their own working tools including a laptop and a mobile phone.<\/p>\n<ul>\n<li>The consultant selected is expected to work from HIVSA Omni Park Office and interact with HIVSA Finance and Operations team from time to time<\/li>\n<li>The consultant will make their\u00a0own travel arrangements as HIVSA will remunerate the consultant based on the rate of remuneration agreed upon<\/li>\n<li>Payment to the selected consultant is dependent on the completion of deliverables with quality.
