PAOP provides technical assistance to key sector stakeholders, including private sector off-grid companies, investors and government agencies.<\/p>\n<p>The project is headquartered in Pretoria, South Africa, and has technical staff located across 10 countries: Senegal, Cote d\u2019Ivoire, Cameroon, Tanzania, Ghana, Niger, Rwanda, DRC, Ethiopia, and Kenya.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Human Resources Manager 1<\/strong><br \/>\n<strong>Job Location:\u00a0<\/strong>South Africa<\/p>\n<p><strong>Job Summary:<\/strong><\/p>\n<p>RTI International is seeking qualified candidates for the open position of Human Resources Manager under PAOP. The position will be based in Pretoria, South Africa and report to the Deputy Chief of Party.<\/p>\n<p>The Human Resources Manager for PAOP is responsible for implementation of HR strategies, effective delivery of HR services and management; interpretation and application of HR policies, rules and regulations; facilitation of internal procedures and process solutions to a wide spectrum of complex HR issues in the various countries PAOP operates. The HR Manager promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale. Heshe is to support formulation of solid HR strategies and implement Project human resources initiatives to attract, develop, motivate and retain the most suitable talent throughout PAOP project lifecycle and facilitate successful performance management.<\/p>\n<p><strong>Essential Duties:<\/strong>\u00a0Main purpose of job<\/p>\n<ul>\n<li>Review, disseminate, ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, USAID rules and regulations, RTI policies, values, ethics, procedures and strategies; effective implementation of the internal control framework and proper functioning of the HR policy framework. Countries include Cameroon, Cote D\u2019Ivoire, Democratic Republic of the Congo, Ethiopia, Ghana, Kenya, Niger, Rwanda, Senegal, Somalia, South Africa and Uganda.<\/li>\n<li>Provide advice and information on RTI HR Policy adjustments, strategies, changes in rules and regulations, implementation of employee handbook, strategic use of contractual modalities, application of entitlements, change management processes.<\/li>\n<li>Disseminate HR communication, priorities, and allocated tasks; and ensure strict adherence to procedures in the area of selection and recruitment of temporary and longer-term staff.<\/li>\n<li>Organization of recruitment processes through the provision of input to short-listing process, screening of candidates, setting up and participation in interview panels including documentation processing for offers and deployment.<\/li>\n<li>In liaison with the COP\/DCOP, local country insurance brokers and IDG HR Business partner or RTI Regional Office, track Private Medical Insurance (PMI) expiry dates and follow up on renewals.<\/li>\n<li>Maintain HR (including non-personnel) files; Track and compile the project leave schedules, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording; Advise staff on their leave entitlements.<\/li>\n<li>Coordinates preparation of contracts of LOCAL NATIONAL (LN) through timely preparation and submission of Personnel action forms and offer request memos.<\/li>\n<li>Conduct preliminary Job Grading for HR and COP\/DCOP review and approval, determines eligibility for salaries, entitlements and benefits according to approved matrix, FSN and confirmed country benefits while applying Staff Regulations, Rules, and other official provisions with consistency.<\/li>\n<li>Advise on salary offers.<\/li>\n<li>Provide professional advice and ensure proper staff performance management and career development focusing on achievement performance planning, documentation of reviews, and end of year performance appraisal to ensure the deadlines for documentations and analyses are met.<\/li>\n<li>Assists in fostering of project staff learning initiatives; Talent identification and growth, facilitating learning initiatives, recommending and enrolling project teams into short-term courses that are beneficial to the project and in accordance\u00a0RTI University courses and individual learning plans.<\/li>\n<li>Ensures facilitation of knowledge building and knowledge sharing in the Project focusing on key HR Issues: Organization of trainings for the operations\/ projects staff on HR issues: Synthesis and sharing of lessons learnt as best practices in HR as well as coordinating sound contributions into HR forums and other relevant knowledge networks or communities of practice.<\/li>\n<li>Orientation and induction focal person; Provides information to staff members on their employment conditions and entitlements, including on-entry briefings, facilitate LOCAL NATIONAL (LN) orientation and file orientation reports as espoused in the project on orientation and induction.<\/li>\n<li>Track and update the project Staff Census; Maintain RTI\u2019s projects manual and excel based personnel database and supporting use of its information by project staff for planning and administration purposes.<\/li>\n<li>Facilitate administration of staff surveys such as to gauge employee satisfaction and engagement.<\/li>\n<li>Perform other duties as assigned.<\/li>\n<\/ul>\n<p><strong>Minimum Required Education &amp; Experience<\/strong><\/p>\n<p>Master\u2019s degree and 6 years of experience or Bachelor\u2019s Degree and 10 years of experience or equivalent combination of education and experience<\/p>\n<p><strong>Skills &amp; Abilities<\/strong><\/p>\n<p>Skills and abilities required to perform the essential job duties of this job are listed below.<\/p>\n<ul>\n<li>Strong interpersonal\/relationship building skills<\/li>\n<li>Knowledge of the local labor law in South Africa and the other designated countries; Working knowledge of and experience in local labor and employment laws and legal resources.<\/li>\n<li>Ability to work in a fast-paced environment and meet deadlines under pressure.<\/li>\n<li>Ability to work independently as well as perform in matrix organization.<\/li>\n<li>Strong ability for partnership and collaboration.<\/li>\n<li>Second language (French and English) required.<\/li>\n<li>Ability to travel as part of their role.<\/li>\n<li>Excellent knowledge of MS Word, Outlook, PowerPoint, Excel<\/li>\n<li>Excellent oral and written communication skills<\/li>\n<li>Strong influencing and coaching skills<\/li>\n<li>Ability to work in a fast-paced environment and meet deadlines under pressure<\/li>\n<li>Ability to multi-task<\/li>\n<li>Ability to work independently and within matrix project and program teams<\/li>\n<li>Attention to detail and accuracy<\/li>\n<li>Culturally sensitive and respectful<\/li>\n<li>Experience working on large-scale, multi-country project(s)<\/li>\n<li>Previous experience as an HR manager for USAID funded project(s)<\/li>\n<li>Knowledge of local labor laws across multiple sub-Saharan Africa countries, specifically Cameroon, Cote D\u2019Ivoire, Democratic Republic of the Congo, Ethiopia, Ghana, Kenya, Niger, Rwanda, Senegal, Somalia and Uganda a plus<\/li>\n<li>Demonstrates commitment to RTI\u2019s mission, vision and values<\/li>\n<\/ul>\n<p><strong>Physical\/Mental Demands<\/strong><\/p>\n<p>Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.<\/p>\n<ul>\n<li>Operating a computer and other office machinery<\/li>\n<li>Thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI, as well as across countries in sub-Saharan Africa<\/li>\n<li>Ability to handle the stress associated in meeting frequent, multiple and tight deadlines<\/li>\n<li>Ability to travel to countries in sub-Saharan Africa as required<\/li>\n<li>Ability to work in excess of 40 hours per week as workload and deadlines may require<\/li>\n<li>Ability to have regular, reliable and predictable attendance<\/li>\n<\/ul>\n<p><strong>Disclaimer<\/strong><\/p>\n<p>The above information on this description has been designed to indicate the general nature and level of work performed by employees within this classification.
