Job Purpose<\/strong><\/p>\n

The Education Thematic Manager will provide overall responsibility to the development and implementation of the Save the Children South Africa (SCSA) education strategy, operations, and portfolio, with a specific focus on the ECCD sub-theme. The Thematic Manager will lead (strategically and operationally) in the development of the ECCD Strategy, the design of ECCD programs, implementation, the measurement, reporting and knowledge management of the ECCD sub-thematic area. The Education Thematic Manager will, in accordance with the SCSA\u2019s strategic plan, select and lead a team that will implement ECCD work in all geographical areas where relevant projects are being implementing.<\/p>\n

The Education Thematic Manager will establish and strengthen partnerships with the Department of Education, Civil Society Organisations focused on Education and ECCD, Media and all relevant organizations who work in the education\/ECCD sector in South Africa. The candidate will also serve as an expert on national, regional, and international children rights policies on education and ECCD including all related guidelines which serve as framework that guides work done for children.<\/p>\n

The Education Thematic Manager will, in collaboration with the SCSA fundraising team, lead the process of generating funds for the ECCD programs through business development activities like writing concept notes, funding proposals and reporting to donors (narrative and financial). Quality improvement of projects is key to SCSA this then means the Thematic Manager must be skilled on quality improvement of development interventions and be able to implement accordingly.<\/p>\n

In addition to being the Thematic Manager, the position holder will have an operational role in the organisation overseeing the implementation of all ECCD projects being implemented by Save the Children South Africa. The Thematic Manager is expected to undertake travel to project sites and to meet relevant stakeholders.<\/p>\n

Key Responsibilities<\/strong><\/p>\n

  1. To provide strategic direction & oversight on ECCD interventions:\u00a0<\/strong>1. Facilitate and ensure development and completion of the ECCD strategy development, program design and annual plan<\/li>\n
  2. Monitoring of strategy implementation: <\/strong>1. Contribute to the development of the ECCD Projects Results frameworks;
    \n2. Contribute to the development of the ECCD projects Theory of Change;
    \n3. Review, inputs and finalize ECCD Projects Baseline, Mid-line & End line assessments conducted;
    \n4. Provides technical expertise to review ECCD project performance against the result framework and Theory of Change<\/li>\n
  3. Budget management:<\/strong>1. Contributes to the costing of the ECCD strategy;
    \n2. Support the management of the ECCD budget in line with the strategy<\/li>\n
  4. Project quality improvement:<\/strong>1. develops ECCD quality benchmarks & other indicators of project improvement including related tools, pilots & finalizes these materials;
    \n2. provides technical support to ensure ECCD interventions are of good quality;
    \n3. Facilitates implementation of innovative interventions, including the application of relevant Common Approaches<\/li>\n
  5. Project reporting:<\/strong>1. Facilitates improvement of the quality of ECCD reports;
    \n2. Lead the development and review of ECCD reporting templates and data tools.
    \n3. Ensure the completeness, timeliness, and quality of donor and internal SCSA reports<\/li>\n
  6. Programme knowledge management:<\/strong>1. Develops and compiles ECCD project repository of documents, training materials, Advocacy materials & reports;
    \n2. Facilitates dissemination of ECCD content through good practice stories, case studies, abstracts & papers written (nationally & Internationally);
    \n3.Conducts learning to benefit self, the organization and the projects<\/li>\n
  7. Business Development: <\/strong>1. Support the development of ECCD concept notes;
    \n2. Support the development of ECCD funding proposals;
    \n3. Engagement with potential funders<\/li>\n
  8. Stakeholder Management and development:<\/strong>1. Establish new and essential sustainable stakeholder relationships;
    \n2. Strengthens existing sustainable stakeholder relationships; all nationally;
    \n3. Development of MOU’s and review of existing MOUs<\/li>\n
  9. ECCD Project Management: <\/strong>1. be responsible for the planning and implementation.
    \n2. Financial and narrative reporting, ensuring quality for all ECCD projects, in liaison with relevant staff, stakeholders and community mobilisation.
    \n3. S\/he will be responsible for the management of ECCD project staff, relations with key partners and service providers<\/li>\n<\/ol>\n
