\nUnder the Supervision of Senior Procurement Officer Ex-Ante, the incumbent will undertake ex-ante audit and control on the procurement for goods and services. Su-pervise the work of a team falling under this position
\nMain duties and responsibilities
\n\u2022Provide procurement expert advice and guidance on all aspects of procurement functions including and, on wide ranging and complex technical issues relating to institutional procurement
\n\u2022Develop, execute, and administer complex procurements
\n\u2022Plan and monitor quality of work output, reviewing all procurements prior to exe-cution for appropriateness, completeness and accuracy
\n\u2022Work with colleagues to maximise use of resources and streamline procurement efforts, taking into account forecasts and procurement trends
\n\u2022Carry out ex-ante and ex-post control to ensure that procurement procedures and contracts are legally sound
\n\u2022Participate in the formulation \/ revision of procurement strategy, policy, proce-dures and regulations, and plans
\n\u2022Deliver on job training for user departments in procurement techniques, process-es and systems
\n\u2022Assist and train Requisition Units in drafting Procurement Plans and on pro-curement matters; work with them to determine procurement needs
\n\u2022Assist in the development Technical Specifications and Terms of Reference, and review them for compliance with the procurement policy and regulations
\n\u2022Review the eligibility, qualification, evaluation and award criteria for compliance with the procurement procedures
\n\u2022Adapt procurement procedures to the needs of the Secretariat
\n\u2022Prepare special reports, statistics and forecasts and carry on other assignments as required by the supervisor
\n\u2022Management Staff under direct supervision
\n\u2022Perform any other duties as may be assigned<\/p>\n
\nQualifications:<\/strong>
\n\u2022At least a degree in Procurement or related field
\n\u2022Having a profession qualification in procurement will be an added advantage<\/p>\n
\n\u2022At least 7-10 years\u2019 practical experience in procurement or performing responsi-bilities with a substantial content in directing large-scale and complex procure-ment activities
\n\u2022Seasoned knowledge and specialized command of all major facets of procure-ment policies and practices as applied across a wide range of technical sectors<\/p>\n
