Job Title: DIVISIONAL MANAGER: PROJECTS<\/strong> Job Summary:<\/strong> To ensure the provision of project management input into the infrastructure service delivery programme of the municipality to communities<\/p>\n Project Budget Planning:<\/strong> Project Implementation and Monitoring:<\/strong> Quality Assurance:<\/strong> Develop and implement contract management systems, including the following:<\/strong> Capacity Building:<\/strong> Project Financial Management:<\/strong> EXPERIENCE REQUIREMENTS:<\/strong>
\nLocation:<\/strong> Middelburg, Mpumalanga, South Africa

\nSalary:<\/strong> R 517,271.00 – 530,231.00 Annually<\/p>\n
\nProvide advice to management on infrastructure related projects by:<\/strong>
\n\u2022Reviewing infrastructure projects based on the community needs
\n\u2022Preparing reports to Council Committees on infrastructure projects
\n\u2022Providing all infrastructure projects implementation reports<\/p>\n
\n\u2022Provide planning services for the infrastructure projects by:
\n\u2022Developing the annual budget for all the infrastructure projects;
\n\u2022Developing procurement plans for all infrastructure projects
\n\u2022Identification of infrastructure projects scope of work
\n\u2022Costing of infrastructure projects on a yearly basis
\n\u2022Ensuring adherence on quality standards by service providers
\nTo ensure the budgeting and syncing of project scheduling with procurement processes, and to ensure value for money associated with adhering to timelines<\/p>\n
\n\u2022Monitor implementation of projects as per approved scope, budget and standards (following Principles of PMBOK)
\n\u2022Attend, co-ordinate and report on infrastructure provision meetings
\n\u2022Prepare for infrastructure projects monthly meetings as per Council\u2019s approved schedule of meetings (i.e. preparation of reports and agenda)
\n\u2022Attend sectoral planning meetings, including IDP process meetings
\nTo ensure that projects are implemented as per schedule, within regulatory framework, and as per community needs<\/p>\n
\n\u2022Develop and implement standards and specifications for infrastructure projects
\nTo ensure infrastructure projects meet quality standards<\/p>\n
\n\u2022Electronic project management and monitoring system.
\n\u2022Approval, payment and monitoring of payment certificates.
\n\u2022Compliance with applicable legislation and Council policies, e.g. CIDB, Occupational Health and Safety, Procurement, Environmental and MFMA
\n\u2022Performance Management Systems for service providers and technicians
\n\u2022Project design appraisal and specifications on roads and storm water, buildings, bridges and electricity
\nTo ensure the provision of contract management services to infrastructure projects, and adherence to the regulatory framework<\/p>\n
\n\u2022Support and build capacity of technicians and service providers in project management
\nTo ensure continuous learning for technicians employed by the municipality and service providers<\/p>\n
\n\u2022Prepare departmental budgeting and compilation of SDBIP in compliance with approved IDP
\n\u2022Attend to Supply Chain Management responsibilities as delegated
\nTo ensure prudent financial management associated with the implementation of infrastructure projects
\nRequirements
\nQUALIFICATION REQUIREMENTS Grade 12, B-Tech (NQF Level 7) in Civil Engineering. Computer literacy (MS Office). Code C1 Drivers\u2019 license.<\/p>\n
\n\u2022The candidate must have 5 years in civil construction and maintenance projects management, 3 of which in the Local Government
\n\u2022Ability to analyses and provide correct visual assessment on infrastructure projects
\n\u2022Ability to interpret Geographical Information Systems (GIS)data<\/p>\n
