\nKEY PERFORMAMANCE AREAS:<\/strong>
\n1. Develop and Implement occupational Qualifications
\n\u2022Motivate for funding of the development or review and implementation of the new qualification to INSETA Board for approval
\n\u2022Upon approval of budget commence development and implementation process according to Project Management principles
\n\u2022Industry recommend the development of new occupational qualification
\n\u2022Prepare application and motivation for the development or review of the occupational qualification to the QCTO for registration with SAQA
\n\u2022Receive SLA from QCTO approving commencement of developing of the new occupational qualification
\n\u2022Recruit CEPs and SDF for the development or review of the new occupational qualifications
\n\u2022Submit new qualification documents to QCTO for approval and registration by SAQA
\n\u2022Receive SAQA confirmation of the registered new occupational qualification
\n\u2022Implement the registered qualification through the applicable partners<\/p>\n
\n\u2022Prepare and manage relevant project budget for the development and implementation of pilot projects for the new occupational qualification.
\n\u2022Appoint relevant partners to recruit and facilitate training for the new qualification.
\n\u2022Develop requirement guidelines for the implementation and monitoring of approved projects.
\n\u2022Develop and implement M&E Operational plan which includes but not exhaustively the following:
\noEnsure that all learner beneficiaries are registered upon commencement of the programme on the QCTO LMS
\noWorkshop and support the training provider, learners and workplace mentors to implement the new occupational qualification
\noDevelop and implement the monitoring and evaluation tools in line with defined specifications and indicators for the specific projects
\noSchedule project visits and conduct monitoring and evaluation activities in line with the Plan.
\noDevelop reports and recommendations on monitoring and evaluation as required
\noPrepare reports and present feedback on findings as required.
\noEngage with learners, employers, mentors and other role players to ensure compliance with planned guidelines
\noIdentify compliance gaps within the various programmes
\noReview the M&E Site visit reports to identify risky employers and institutions
\noImplement corrective acti0ns and any mitigating initiatives to close identified gaps and risks
\n\u2022Manage the assessments of the new occupational qualifications including:
\no the development of assessment instruments
\noIdentify assessment centres and appoint invigilators
\noSchedule the marking and moderation of scripts
\noRecommending assessment results to QCTO of certification<\/p>\n
\n\u2022Compile relevant reports and feedback mechanisms to evaluate project performance ensuring that good practice and lessons learnt are disseminated internally and externally.
\n\u2022Report under INSETA Monitoring and Evaluation activities internally and externally after each monitoring visit.
\n\u2022Compile monthly consolidated M&E reports based on the M&E visits.
\n\u2022Oversee the M&E register for accuracy and completeness.
\n\u2022Validate data provided for achievement against TID\u2019s.
\n\u2022Compile Monthly\/Quarterly\/Annual APP Performance report for submission to Project Manager.
\n\u2022Update TDI\u2019s as required for Audit purposes.
\n\u2022Coordinate audit requests for internal audit requirements<\/p>\n
\n\u2022Investigate any concerns raised by stakeholders.
\n\u2022Resolve stakeholder issues and concerns as required
\n\u2022Identify risks and opportunities for recommended improvement and provide feedback as required
\n\u2022Deliver on the functional objectives as stipulated and planned<\/p>\n
\n\u2022Develop and monitor division staff KPA\u2019s and performance management, coaching and mentoring initiatives.
\n\u2022Identification of required skills and competency gaps
\n\u2022Train and develop individual staff members in terms of the performance improvement plans.
\n\u2022Manage disciplinary and grievance procedures and incidents.<\/p>\n
\nREQUIRED QUALIFICATIONS AND EXPERIENCE<\/p>\n
\nMinimum Requirement: Grade 12 or equivalent plus an NQF Level 6 Qualification in Public Administration or Training related field<\/p>\n
\nMinimum Requirement: 3 Years of Monitoring and Evaluation in the Skills Development area or related administrative experience.<\/p>\n
