Chemonics International, an international development firm, seeks an operations and finance manager, logistics officer and administrative / HR assistant for the USAID/Southern Africa Resilient Waters Activity. This five-year project aims to build more resilient and water secure Southern African communities and ecosystems through improved management of transboundary natural resources and increased access to safe drinking water and sanitation services. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The positions will be based in Pretoria, South Africa.

Job Title: Operations and Finance Manager
Job Location: Pretoria

Operations and Finance Manager illustrative responsibilities:

  • Support project start-up activities, including establishing administrative systems
  • Develop and oversee project procurement and logistics systems and processes
  • Assist with the recruitment process and on-boarding of project staff
  • Supervise administrative and financial staff; oversee day-to-day project office administration
  • Ensure project compliance with local law and Chemonics home office human resource practices during recruitment and hiring; maintain personnel records in compliance with USAID regulations and local laws
  • Review employment contracts for field employees for accuracy and ensure compliance with field office policy manual and local labor laws and assist with orientation for new team members
  • Oversee management of the physical office, as well as procurement of all office equipment, supplies and services
  • Maintain an accurate inventory of all project equipment
  • Ensure VAT claims are processed based on USAID regulations and maintain reimbursement files
  • Support project office financial management through reviews of transactions, payment documentation and approve petty cash
  • Oversee field office project finances and budget
  • Review and approve all expenditures and monthly financial reports
  • Ensure that local bank accounts are reconciled and balanced regularly
  • Supports procurement, grant and subcontract administration activities to ensure compliance with USAID regulations and Chemonics processes and procedures
  • Maintain transparent and audit-proof record keeping systems per Chemonics’ policies
  • Other duties as assigned by the chief of party

Qualifications:

  • Minimum 10 years of experience successfully managing a range of financial, administrative, operational, procurement, subcontracting and personnel management functions and processes for complex, multimillion-dollar projects in East and Southern Africa; experience managing USG or other donor-funded projects/contracts preferred
  • Bachelor’s degree required; advanced degree in relevant discipline desired
  • Demonstrated experience successfully managing and supervising administrative and financial staff on day-to-day operations in support of project goals
  • Demonstrated grantee capacity building and grants management experience, preferably through overseeing multi-million grants programs for USAID or other donor-funded projects
  • Expertise in managing finance and accounting systems to ensure accurate budgeting, forecasting, cash-flow management, disbursement of funds and financial reporting
  • Fluency in English and knowledge of operating environment in South Africa, including registration, taxes, and labor law required

 

Job Title: Logistics Officer
Job Location: Pretoria

  • Responsible for providing efficient and effective logistical support for both the operations and technical teams in accordance with USG and USAID regulations in a fast-paced work environment. This includes but is not limited to coordinating project procurements, logistics, meetings, trainings, travel, lodging arrangements, and maintaining project inventory
  • Bachelor’s degree, or equivalent preferred
  • Minimum of 3 years of progressively responsible related experience in a similar role (e.g., travel coordinator, logistics officer or administrative officer)
  • Experience working with international NGOs or contractors managing program logistics or operations preferred
  • Fluency in English required

 

Job Title: Administrative/HR Assistant
Job Location: Pretoria

  • Provide efficient and effective operational, administrative and HR support to the operations and finance team
  • A minimum of 3 years of experience of progressively responsible experience in Human Resources and administration
  • Bachelor’s degree, or equivalent in relevant field preferred
  • Knowledge of policies, procedures, rules and regulations in the Human Resources field
  • Support recruitment and staff onboarding processes, including preparing advertisements, reviewing applications, coordinating interviews, maintaining personnel files, and assisting with new staff orientations
  • Support operations and finance manager in preparing employee payroll
  • Maintain records of recruitment and staff personnel files in both hard copy and soft copy formats
  • Verify annual balance and sick leave balances on monthly basis
  • Assist in organizing project meetings, seminars, and training events
  • Support finance team in managing the office petty cash and handles office filing, scanning, and organization of files
  • Maintain administrative systems, including but not limited to communication logs and budget trackers
  • Assist the operations and finance manager with other administrative tasks as needed
  • Experience working with international NGOs or contractors supporting office operations or HR functions preferred
  • Fluency in English required
