Job Title: Data Analyst

CHAI South Africa’s Monitoring & Evaluation (M&E) and Health Information Systems (HIS) Program

In response to the policy shift to standardize the monitoring and evaluation system for the National ART and TB programs in South Africa, the CHAI M&E/HIS program has played a significant role since 2011 in strengthening the rollout of the 3-Tiered M&E System for the National Department of Health (NDOH). Since January 2015, CHAI has supported the NDOH to integrate the TB and HIV information systems at facility level, which are now used to monitor HIV, pre-ART, ART and TB. CHAI continues to support the NDOH to implement and maintain a standard HIV/TB M&E system nationally, to strengthen the quality and utilization of routine data in order to enhance clinical service provision and to inform program management, and to implement the strategy to centralize TIER.Net data at the provincial and national levels.

Overview of the post

The Data Analysts will act as an NDOH resource to support the NDOH with establishing and maintaining the processes to centralize and utilize patient level TIER.Net and cached legacy ETR.Net data at the national level and at provincial levels, to facilitate epidemiologic and programmatic analyses, reporting, and broader programme surveillance. TIER.Net is a facility-level, non-networked, electronic patient management information system used to capture and interrogate HIV testing, ART patient, and TB patient data. ETR.Net is a legacy non-networked electronic patient management information system used to capture and interrogate Drug-Sensitive Tuberculosis (DS-TB) patient data at sub-district level.

The Data Analysts will support the national and provincial Departments of Health with activities to interrogate and analyse the centralized data to understand the current context and performance of the TB, HIV and ART programs, and to seek opportunities to strategically inform the NDOHs priorities using available data. Moreover, the Data Analyst will support the NDOH to routinely interrogate the completeness and quality of the patient-level data included in the centralized instances, including support to ensure effective de-duplication of patient-level data and sustained flow of data along the health system cascade to populate the centralized instances.

The position reports to the Database Manager, and is based at the NDOH office in central Pretoria. The Analyst is expected to travel approximately 20% of the time.

Key areas of responsibility:

  • Routinely analyse and interrogate centralized data relating to the HIV and TB programmes in the public sector.
  • Develop and utilize analytics to monitor performance and highlight gaps of the HIV and TB programmes.
  • Ensure that annual work plans and quarterly and routine reports are produced and delivered.
  • Support in the preparation of strategic documents to inform DOH interventions.
  • Support the DoH in identifying funding gaps and advocating for additional resources.
  • Navigate complex government processes and favourably influence decision-making in a professional and collaborative manner.
  • Develop guidance and support materials to support sustained utilization of data analytics by health actors at all levels, as well as dissemination of, and adherence to, those guidance materials.
  • Provide support to establishing and maintaining the processes for the centralization of patient-level TIER.Net and ETR.Net data in national and provincial instances.
  • Coordinate with actors along the health system cascade to ensure timely, effective, and efficient flow of data into the centralized instances.
  • Coordinate and conduct data cleaning and de-duplication efforts across all TIER.Net centralized instances.
  • Other responsibilities as requested.

Qualifications and requirements:

  • Tertiary level degree in public health, epidemiology, biostatistics or equivalent experience.
  • Two years’ experience applying epidemiological concepts to public health-related data analysis, preferably with HIV, ART, and TB data.
  • Thorough understanding of the public health system and health information management, including understanding of data production, unique qualities of routine data in public health settings, cohort monitoring, as well as data quality improvement strategies.
  • Strong analytic skills and technical proficiency with MSOffice Suite.
  • Demonstrated experience with a statistical package and/or programming skill (R, STATA, Python, SQL).
  • Demonstrated experience with data visualization tools.
  • Preferably experience in a public sector setting.
  • Experience with and/or interest in shaping national health policy decisions.
  • Valid driver’s license.
