Job Title: Clinical Services Team Lead

Project Overview:

The USAID TB South Africa Project is five-year contract which builds upon interventions and achievements from URC’s USAID TB CARE II South Africa and the prior TB Program South Africa. TB CARE II activities supported the South African National Department of Health’s (NDOH) TB prevention and control efforts, working closely with national, provincial and district partners to close identified gap areas and further develop sustainable systems that can carry forward long-term improvements in drug sensitive TB and drug-resistant (DR) TB diagnosis, care, and treatment services.

The USAID TB South Africa Project is supporting the government of South Africa to further reduce the burden of TB, with the ultimate goal of ending TB once and for all. To reach this goal, the USAID TB South Africa Project continues to improve interventions to reduce TB Infections; the long-term sustainability of effective TB response systems and improve TB care and treatment for vulnerable populations.

Roles and Responsibilities:

The Clinical Services Team Leader will serve as the lead in the development of strategies for Drug Sensitive and Drug Resistant TB care/treatment services and management systems, capacity Development to support the rollout of the National Health Insurance and Continuous Quality Improvement roll-out initiatives of the government. Primary responsibilities include, but are not limited to the following:

  • Lead the development of strategies on TB/DR, TB Diagnostics, Management systems, capacity development, and the rollout of the Continuous Quality Improvement initiatives
  • Provide technical guidance to the NTP to design, implement and evaluate programs that expand utilization of, treatment-seeking, and adherence to TB detection and treatment services
  • Provide technical guidance and support to the NTP in developing new or updated policies and guidelines
  • Participates in the formulation, review and recommendation of national guidelines/protocols and policies on TB service delivery
  • Provide TB technical support and guidance to the district-based project staff and government’s district health teams
  • Provide strategic guidance on development of standard operating procedures, job aids, training and other clinical support material in line with the project objectives
  • Prepare SOPs to be used by the health facility personnel in planning and institutionalizing clinical services
  • Recommend and disseminate up-to-date clinical services delivery guidelines and protocols for TB services at all levels of the South Africa Health Service Organization
  • Provide continuous guidance and improvement of the quality of the TB program by regular application of quality improvement and Site Improvement and Monitoring Systems approaches
  • Develop and scale up change packages that address the gaps and challenges in the TB program at all levels
  • Collaborate with GOSA, USG and other implementing partners to fulfil the project objectives
  • Take a lead in organizing regular technical updates/review meetings for TB to the project and partner staff
  • Participate in development of guidelines and protocol for delivery of TB services and recommend standards to be used in the provision of clinical services to the “Think Tank”
  • Participate in the project planning and budgeting activities focusing on clinical services
  • Recommend performance indicators for monitoring and evaluating TB clinical services
  • Monitor and evaluate the delivery of TB clinical services and recommend necessary follow-up actions
  • Recommend/Identify training needs on TB in the supported districts
  • Provide on-the-job training and updating of skills of District project staff
  • Ensure periodic reports on TB clinical activities as stipulated in the project guidelines

Required Experience and Qualifications:

  • Medical Degree (MB.CHB; MBBS or equivalent)
  • Post graduate qualification in Internal medicine, Public Health or equivalent is an added advantage
  • 5 years of relevant working experience in area of TB clinical services, program planning and implementation
  • A strong record of leading similar project in South Africa
  • Good knowledge of the health service organization of South Africa
  • Knowledge of the National TB policies
  • South African national or permanent residence is preferred
  • A demonstrated ability to establish work in a diverse environment
  • Previous experience in continuous improvement of the quality of TB programming and or Site Improvement and Monitoring Systems approaches
  • Excellent English language, written and oral skills
