Job Title: General Manager: IT Commercial
Reports to: Chief Information Officer
Summation:
The incumbent will be accountable for the development and implementation of IT Commercial Strategy and therefore responsible to support, manage, and administer contracts and procurement for technology spending on services and products across the organisation. This includes overseeing the execution of requests for proposals (RFPs), requests for quotations (RFQs), and invitations for information (RFI). This role will also define and facilitate communication between the company and its providers in order to deliver products and services according to plan and within budget and ensure on time payment to suppliers.
KEY RESPONSIBILITIES
• Develop and implement the IT Commercial Services Strategy.
• Manage all IT agreements and contracts
• Develop and implement the associated Service and Operational Level Agreements
• Manage the maturation process of agreements/contracts to ensure that renewals and terminations can be effected timeously
• Manage the agreement/contract in accordance with policies, procedures and legal requirements and within the allocated time frame
• Manage procurement in accordance with policies, procedures and legal requirements
• Manage Strategic Supplier Relations
o Identify the relevant role players in accordance with business requirements and dependencies
o Obtain mutual agreement on the resolution of issues, meetings required and the delivery of inter-dependent outputs and results
o Monitor the performance of all relevant role players continuously to ensure that the agreements are honoured
o Inform the relevant role players of the outcomes, deviations and actions required
o Implement continuous follow-up to ensure that the relationship is maintained
o Compile a database indicating the role players, expected outputs, contact details, type of agreements and relationships
o Document the interaction with the relevant role players for future reference purposes
o Submit the documentation for archiving in the document management system
• Provide expert consultation and advice
• Financial and Staff Management
• Ensure on time payment of invoices
• Define strategic sourcing
MINIMUM REQUIREMENTS:
• A Legal Qualification or minimum Para-Legal Qualification at NQF level 7 (Full credit bearing qualification)
• 8 Years’ experience in Contract Management on a Senior Management level preferable in an ICT environment
• Proven track record in contract management
• Sound understanding of ICT technology
• Good knowledge of business-area activities
• Knowledge of Government related acts (PMFA, ECT, etc) as well as policies and procedures
