Negotiate, draw up and manage all contracts, including price control, and ensure the implementation of agreements, to ensure the economical delivery of goods and services aligned with the needs of the business

Manage and control the national tender process to ensure fair procedures in line with company policy and PFMA and BBBEE requirements to ensure the organisation obtains the best goods and services in terms of quality and cost

Generate and submit reports to the National Treasury in order to meet regulatory requirements

Conduct supplier evaluations to ensure suppliers have adequate process control to ensure that they supply quality products and services aligned with the needs of the organisation

Support the business in evaluating new technology that is relevant to the organisation

Train and manage staff to ensure they have the skills required by the organisation and are able to achieve their performance objectives

Develop, monitor and control an annual departmental budget in order to ensure the most effective utilisation of resources and containment of costs within budgeted limits

Develop and review procurement policies and procedures to ensure the procurement function aligned with business needs and is able to offer a quality, cost effective service at all times

Make recommendations on equipment and supplies to the National Tender Committee as Chairperson in order to ensure optimal utilization and best value

Manage the procurement operations department in terms of other requirements RFQ process, expediting supply evaluations and managing of supplier performance and to monitor, control and advise on regional procurement functions.
Key Competency Requirements:

Degree/Diploma in Procurement Management7 to 9 years knowledge and experience in a management procurement level5 year Managerial experience in a Procurement environment  of more than R2 billion a year

Planning long term strategic objectives and developing strategy in a competitive situation

Knowledge of treasury regulations

Knowledge of PFMA, PPPFA and BBBEE and King 3
