POST : DIRECTOR: LEGISLATION DEVELOPMENT (Reference: S8/3/2013/489)
SALARY : R771 306 per annum (Level 13) (All inclusive package to be structured in accordance with the
rules for SMS)
CENTRE : CHIEF DIRECTORATE: LEGAL SERVICES (PRETORIA)
REQUIREMENTS :

LLB Degree or equivalent qualification in law. * At least 5 years appropriate recognised and proven
experience in the development and drafting of legislation after obtaining the relevant law degree
(applicants must cite examples of legislation drafted by them and attach copies if possible). * At
least 4 years experience as a middle manager in the public service or private sector. * Computer
skills. * Valid driver’s licence. * Preparedness to travel extensively across the country. * The
following will be an added advantage: * Successful completion of a legislation drafting course. *
Excellent communication skills. * Presentation skills. * Knowledge of the Department’s policies and
legislation.

 
DUTIES :

Manage the Directorate: Legislation Development under the supervision of the Chief Director:
Legal Services. * Supervise the Legislation Specialists and Legislations Researchers. * Manage
the Department’s legislative programme and ensure that targets on the programme are met. *
Continuously liaise and co-operate with the Policy Research and Development Unit to ensure that
policy and legislation development are co-ordinated and supplement each other. * Research the
law for purposes of amending legislation or drafting new legislation. * Draft legislation. * Present
Bills to Parliamentary committees. * Manage the entire process necessary to have Departmental
legislation passed by Parliament. * Develop an action plan for each Bill and manage compliance
with the action plans by all roll players. * Develop subordinate legislation (Proclamations,
Regulations and Government Notices). * Advise the Minister and Director-General on all legislative
matters. * Create capacity in the Department with regard to the development of legislation. * Give
strategic and operational direction to the Directorate. * Serve on various committees and task
teams.
NOTE : Appointment is subject to a positive security clearance and the signing of a performance agreement.
