The USAID Southern Africa Energy Program (SAEP) works to advance energy policy and regulatory reform, and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional energy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.

Job Position: Lead Transaction Advisor

Position Description, Objective & Responsibilities:

The Lead Transaction Advisor will work in Southern African countries to advance private sector investment-driven objectives. Based in SAEP’s Pretoria Office, the Lead Transaction Advisor will work to identify, plan, support implementation, and continually monitor IPP investment and reform activities throughout the region. The Lead Transaction Advisor will work closely with counterpart private sector developers, financial institutions and private investors and other organizations in the energy sector ecosystem to build capacity and provide independent advice on issues affecting pending and potential transactions. The Lead Transaction Advisor will report to the Deputy Chief of Party/ Technical.

The Lead Transaction Advisor will work to both i) provide transaction advisory services to IPP project counterpart, and ii) provide guidance, mentorship and management support to other Transaction Advisors working on the Program. SAEP Transaction Advisors act as both identifiers and drivers of priority IPP projects under SAEP, providing advisory services to various stakeholders in any specific IPP project. Roles include(1) developing pipelines of potential projects for investment, (2) providing transaction advisory services to project developers on generation projects to help them to reach financial close, (3) convening working groups to prioritize and guide implementation of project assistance in country, (4) working with host country governments to identify and mitigate impediments to project approval, financial closure and/or implementation; and (5) monitoring and reporting on project development, assistance implementation, and reforms.

Duties:

Pipeline Development and Maintenance – 30%

  • Assess IPP projects currently contemplated by SAEP, including available funding sources, enabling environments in which the IPP projects need to be approved, overall chances for IPP projects to reach financial close, and potential for SAEP assistance;
  • Identify and assess new potential high-impact IPP projects, determining financial viability of projects, potential for SAEP assistance, and conducting preliminary due diligence (e.g. competence of project sponsor, risk factors, etc.); and
  • Maintain positive relationships with important private sector and government actors, including IPP project developers, regulatory bodies, commercial banks, investment funds, pension funds, and other donors.

Transaction Advisory Services and Capacity Building – 50%

  • Assist in prioritizing IPP projects in the project pipeline and preparing transaction documents for energy projects;
  • Assist in accelerating closing on priority IPP projects, providing independent advice to project developers, host government decision makers, or other counterparts as needed so as to move supported projects to financial close;
  • Provide guidance, advice, leadership and mentorship to Transaction Advisors and/or other SAEP staff working directly or indirectly on IPP project support; and
  • Provide guidance, expertise and direction to government agencies and/or ministries on adoption of reforms necessary to private sector investment.

Monitoring and Progress Reporting – 20%

  • Identify and track status of IPP and other generation and transmission projects (past, present, and prospective) that SAEP has supported/is supporting/may support. For active or prospective IPP projects, help identify key milestones required to complete transactions, and recommend courses of action for expediting transactions;
  • Assist SAEP with data collection on IPP and other generation and transmission projects in the project pipeline, specific to gathering impacts of previous work (MW, leveraged finance, etc.);
  • Assist in ensuring the Power Africa Transaction Tracker (PATT) is kept up to date in collaboration with the Monitoring and Evaluation Lead; and
  • Conduct regular reporting and check-ins to SAEP and key Program counterparts on pipeline development, key opportunities, and any required changes.

Minimum Skills, Education & Experience:

  • A Bachelor’s Degree/National Diploma in Business Operations, Management Science, Accounting/Finance, or Economics. Master’s degree strongly preferred;
  • A minimum of 7 to 10 or more years of experience working in commercial investment banks, private equity and/or financial or legal services companies or firms in the international field or in international finance;
  • Experience in originating, analyzing, closing, structuring and post-deal maintenance of financial transactions;
  • Well-versed in the African power sector with specific experience in the countries of Southern Africa;
  • Knowledge of IPP and government led PPP projects;
  • Knowledge of project and balance sheet finance as well as risk mitigation tools and experience support of closing IPP transactions;
  • Experience working on transactions in collaboration or syndication with international financial institutions to close energy transactions;
  • Significant management experience, with skills to analyze and resolve a wide range of problems arising in transaction structuring and IPP project development;
  • Prior experience developing business presentations, financial models, structuring deals (term sheets) and hands-on end-to-end experience of leading the overall investment / partnership process is essential;
  • Proven written and oral communication skills; strong research, teamwork and interpersonal skills;
  • Capacity building/teaching experience preferred;
  • Skills in monitoring, evaluation and reporting on IPP projects preferred;
  • Demonstrated ability to collaborate with others, driving results across multiple work streams;
  • Prior experience on a donor-funded energy sector project delivery. USAID-funded project preferred;
  • High proficiency in Microsoft Office suite (e.g., Excel, Project, PowerPoint, Word);
  • Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems; and
  • Familiarity with the Power Africa Tracking Tool is a plus.

NOTE: Only South African citizens or South African permanent resident permit holders will be considered for this role. No relocation cost will be covered by Deloitte Consulting Overseas Projects LLC or the USAID Southern Africa Energy Program.
