Vacancy Details

The Financial Planning Manager will be responsible for the effective day to day operational management of the team who are working towards establishing a robust system to ensure timely provision of critical management information for decision makers and the delivery of the monthly performance reporting programme and providing direct finance and accountancy support to Portfolio Directors, Accounting Officers and their Senior Management Teams through a Business Partnership model. 

The Financial Planning Manager will also lead the treasury management processes for the Government and will work towards reviewing and developing the current systems and processes to ensure an effective treasury service.  

Main Duties and Responsibilities

  • Provide leadership and direction to the team in the production of the monthly Budget Execution Reports, supporting notes, analysis and commentary in accordance with the reporting framework; the development of medium-term financial plans through the MTEF (Medium Term Expenditure Framework) process; and the provision of sound financial advice and guidance to Portfolio Directors and Accounting Officers. 
  • Develop the finance business partner model providing information and advice to Portfolio Directors and Senior Government Officials to enable them to make informed decisions.   
  • Lead the team in setting a programme to scrutinise and challenge directorate spend and revenue forecasts, setting appropriate analysis criteria and variance analysis and ensuring that these are followed through and cleared. 
  • Lead the team in executing treasury management processes through cash flow forecasting and monitoring investment portfolio and advising on the Treasury Management Strategy for both Government and the Currency Fund.  Providing advice to senior officials in the Treasury and the Commissioners of Currency on the effective management of funds.  
  • Analyse and critically assess from a financial perspective corporate and portfolio policy options, revenue proposals and spending plans. 
  • Lead the team in the various finance related processes in the development of the government budget annually in line with fiscal policies through the MTEF Process ensuring that processes are carried out by the team are done accurately and in an efficient manner.    
  • Present, where necessary, performance reports and financial analysis to key stakeholders including senior government officials, ministers and select committees.  
  • Support the continuous improvement of financial management and performance reporting across Government, understand, implement and review policies and develop changes to processes and systems. 
  • Manage and develop self and others to improve personal and team performance and deliver successful outcomes against plans and objectives.
  • Responsible for mentorship and training of Financial Planning team members in professional studies and development.  Development of succession plan for Financial Reporting Manager post. 

 

Candidate Requirements

  • ACCA, CA, CPFA or CIMA qualified accountant with current membership and up to date CPD record or equivalent level of demonstrable attainment or experience
  • At least 5 years post qualification experience in treasury management, financial planning and performance reporting
  • Experience of leading a team in preparing medium term financial plans and financial analysis and appraisal
  • Evidence of strong leadership, inspiring others to deliver transformational projects and impactful results
  • Evidence of successful management at a senior level and developing and leading high performing teams
  • Experience of analysing and interpreting information to develop solutions or solve problems
  • Successful experience of planning and implementing change.
