Job Purpose:
To effectively and efficiently procure all goods and services required by SARS, meeting end users requirements by delivering excellent product / service choice and quality.
Plans, co-ordinates and administers the Purchasing Function in order to meet the needs of SARS end users.
Duties:
Plans, co-ordinates and administers the operational, financial, administrative and technical operations of the purchasing process;
Participates with Executive Portfolio Procurement manager and the strategic sourcing teams in the establishment of procurement business goals (savings targets, lead time, processes performance);
Manages the purchasing function of all goods / services nationally – requisition validation, quoting, ordering , information records, expediting, payment queries and order administration;
Ensures implementation and consistent application of purchasing strategies policies, processes, procedures;
Monitors compliance to SLA’s with business units, and triggers or implements corrective action when required;
Compiles month-end reports and ad-hoc reports;
Ensures effective interaction with commodity teams;
Performance management , development and appraisal of sub-ordinates;
Ensures all legal contract requirements are met for SARS.
Applies value added techniques when selecting a supplier through 3 quote process;
Applies risk management techniques to high value, high-risk procurement activities;
Benchmarks other institutions for process ideas and/or improvements;
Participates in the interviewing, selection, hiring and training of team members. Understands the dynamics of teams and promotes team building, growth and development.
Provides reports and recommendations to senior management regarding the design and implementation of procurement reforms as part of a continuous improvement process.
Promotes adherence to purchasing principles and ethics by both internal clients, sub-ordinates and suppliers;
In consultation with other internal stakeholders, investigates all procurement policy violations by both staff and suppliers and recommends corrective actions.
Define, measure and manage the performance of all regional and contract buyers.
Develop and implement best practice purchasing principles, and ensure that all buyers are trained and skilled accordingly.
Ensure that all governance standards are implemented and maintained through the purchasing function.
Develop and implement individual KPIs which are aligned with the objectives required by business in terms of vendor performances.
Formalise the relationships with the Regional Financial Managers as his/her internal customer in order to ensure that their specific requirements are clearly defined and that all regional buyers’ KPIs are aligned with these requirements.
Facilitate the resolution of both internal customer relationships (CRM) and well as supplier relationship management (SRM) queries and/or problems.
Knowledge & Skills:
Interpersonal and communication skills; negotiation skills; leadership and people management; customer relationship management; problem solving; accountability, relevant legislation and regulations, computer skills; risk management, purchasing practices.
Education & Experience:
3 year diploma/ degree in Business Administration / B Com or MBA
5 years supply chain / procurement experience
Min 3 years management experience
