Job Purpose

  • To perform and manage the financial activities of the operations within predefined guidelines and structures, ensuring good governance, and the economic, efficient and effective administration of finances as required by the Public Finance Management Act

 

Duties:

1. Provide Management Accounting support

  • Gather information for the preparation of the budgets and quarterly forecasts.
  • Maintain an approved organogram in conjunction with Human Resources and track the status of ALL vacant posts.
  • Assist management in the preparation of the budget and quarterly forecasts ensuring that it is in line with the Business Plan and is within the specified guidelines.
  • Perform the role of Planner for the purposes of capturing the Budgets and Quarterly forecasts.
  • Identify cost efficient and effective ways of doing business in line with SARS strategic objectives.
  • Monitor adherence to the CAPEX plan.
  • In the absence of the Accountant represent Finance in meetings to discuss the Variance Report, and/or any other Finance related matter.
  • Attend staff meetings and provide meaningful input.
  • Analyse expenditure and draft a monthly report on deviations noted, corrective action to be taken and proactive measures to be implemented, for the Finance Manager.

 

2. Provide Financial Accounting support (Expenditure)

  • Regularly review the General Ledger to ensure the completeness, accuracy and validity of all recorded transactions.
  • Ensure all misallocations and journals are processed timeously.
  • Ensure that shared cost journals are effected timeously.
  • Ensure that ALL monthly invoices are obtained, submitted and tracked for payment, timeously.
  • Track and follow up on Cost Centre commitments in consultation with the buyers.
  • Maintain a schedule of monthly accruals.
  • Review the monthly personnel cost allocations for correctness and ensure that HR is advised of any misallocations and that corrective steps are taken.
  • Ensure that proper records and filing systems are maintained to ensure the completeness, validity and accuracy of expenditure incurred.
  • Ensure efficient, effective and economic use of resources.
  • Ensure professional and competent service delivery.
  • Ensure that policies and procedures are communicated continuously to Cost Centre Managers, travel Coordinators and other relevant officials
  • Perform relief duties for other Finance staff, as and when the need arises.
  • Ensure continuous compliance with the PFMA.
  • Perform any other Finance related tasks assigned by the Finance Manager

 

Education & Experience:

  •  A tertiary finance/accounting related qualification .

The ideal candidate will have the following competencies:

  • decide financial performance standards, cost budgets and capital expenditure
