To manage the evaluation, verification and approval of aviation obstacles and survey data.

Job Summary:
Operational Management:
Manage the allocation of projects, the availability of resources required by projects, the maintenance of CAA procedures in relation to projects and the maintenance of progress of projects. Timeous response to operational demand changes in relation to the PANS-OPS, Cartography and Obstacle environment. Ensure the fair, equitable and consistent application of the CARS and CATS in regard the certification and authorisation of Certified and Authorised Procedure Design organisations and Cartographic Service Providers.

Management of Directly Reporting Position Holders:
Manage key performance areas of the PANS-OPS section members to ensure achievement of defined goals and objectives. Manage the formal and informal training requirements of all members of the PANS-OPS section. Evaluate all members of the PANS-OPS section in relation to their key performance areas. Mentor and manage the career path development of all members of the PANS-OPS section.

Quality Standards:
Ensure compliance with ICAO Standards and recommended practices and the Manual of Procedures & Standards (MOPS) to be applied in the field of PANS-OPS Design/Cartography. Ensure the maintenance of all QA standards in compliance with ISO 9001/2000. Manage and maintain a SMS designed to continually improve QC of PANS-OPS/Cartographic/Obstacle services. Ensure the continual updating and development of the Procedure Design Manual of Standards in line with the ICAO Standards and Recommended Practices.
Manage the oversight and obstacle approval processes to ensure compliance with SARPs contained in Annexure 14 and the CAR. Manage the Obstacle Oversight Action Plan including the Obstacle Enforcement Plan.

Planning:
Plan resource requirements including human, physical, technical and financial for the PANS-OPS section. Plan the monitoring and inspection schedules with respect to Certified and Authorised Procedure Design/Cartography organisations.
Plan the cost effective and efficient utilisation of all resources; including human technical, physical and financial, allocated to the PANS OPS section to achieve delegated goals and objectives. Develop regulations and guidelines to ensure the maintenance of safety.

Communications and Safety Promotion:
Project a professional image of the SACAA to all stakeholders. Provide PANS-OPS/Cartographic/Obstacle related industry feedback to all relevant CAA offices. Ensure the proactive promotion of safety in relation to all PANS-OPS section activities. Ensure open communication between the PANS-OPS section and Certified and Authorised Procedure Design/Cartographic organisations. Monitor the compliance of Certified and Authorised Procedure Design/Cartographic Organisations with the ICAO Standards, etc.

Budgeting and Control:
Development of annual budgets, control of expenditure and implementation of control procedures with respect to the PANS-OPS section.

Matric, and PANS-OPS/Cartography Training Courses

3-5 Years Flight Procedure Design (FPD) and Cartography experience
