The Directorate: Technology for Sustainable Livelihoods drives the implementation of the Department’s Innovation for Local Economic Development (ILED) strategy. The ILED strategy is anchored on the notion of local systems of innovation and production, emphasizing their importance in achieving inclusive Local Economic Development (LED) in South Africa. The strategy seeks to redefine LED policy and practice in the country by placing innovation at the centre of local development, in pursuit of local economies that can support inclusive development and increase the prosperity of marginalised people, with a particular focus on distressed municipalities.

 

 

 

 

Job Title: Portfolio Manager: Innovation for Local Economic Development
Location: Pretoria, Gauteng, South Africa

Job Summary:
To manage and grow a portfolio of investments in the ILED programme, ensuring that projects are effectively implemented by grant recipients, and ensure that they remain sustainable beyond DST funding. In this role, the Portfolio Manager will need to provide effective management and oversight over a full portfolio of ILED projects.

Financial Management:
•Assist the head to develop divisional budgets and forecasts for EXCO approval
•Monitor and track performance against budget (operations and projects)
•Manage and monitor the timeous disbursement of funding to ensure optimal operation of technology and innovation projects
•Leverage innovative approaches, resources, and collaborative efforts to enhance programme and project impact
•New funding opportunities/ partners are identified and leveraged for project sustainability post the DSI funding

Stakeholder Management:
•Manage the stakeholder mapping of each project
•Lead knowledge management and communication of results. In collaboration with DST/TIA Communications, ensure credible success stories are published
•Engage with identified direct stakeholders linked to the project as per stakeholder protocol.
• Provide subject matter expertise. Participate in events, meetings, workshops and conferences by giving input, avail skill, competency and expertise. Participation should result in positive input and impact on project.
•Ensure high quality policy products. Contribute/Input to the production of reports and publications in order to influence policy.

Internal Processes:
•Adherence to all relevant policies and frameworks is maintained
•Compliance to all TIA systems (fund management, performance management, HR, finance, Stakeholder information, etc.) is maintained
•All portfolio audit matters are resolved
•Agreed turnaround times on key business processes are achieved
•Project information is accurately and completely recorded on the fund management system
•Ensure timeous and accurate reporting as per requirements
•Ensure all project planning documentation and templates are established and appropriately utilized
•Provides support and assistance to projects to achieve their milestones
•Pro-active identification of project risks and management of such risks together with project teams
•Perform technical due diligence of projects
•All aspects of the project life cycle from initiation to exit are efficiently managed. Ensure all projects perform on time and are within budget
•Perform client-centric and value adding project management of projects
•Provides information for linkages across programme activities to help identify critical points of integration
•Provides background information to support the drafting of project ToR; Participates in the formulation of project ToR and relevant project initiation documents.
•Undertake site inspections and verification of project results to ensure value for money
•Assessment and synthesis of project reports, and quality assurance of all project deliverables

Learning and Growth:
•KPA’s are understood and achieved as agreed upon in the Performance agreement
•Review performance against agreed performance standards
•Live the values and culture of TIA
•Identify and implement development opportunities to ensure continuous improvement of work effectiveness and efficiency
•Departmental Information systems and tools are optimally utilized to execute core tasks

Requirements:
•Three (3) to Four (4) years’ Bachelors’ degree (Development studies/innovation studies/ Social Sciences/ Natural Sciences/). Preferred fields: Local Economic Development, Rural Development
•Project management qualification
•Three years innovation experience plus 2 years’ experience in a commercial or portfolio management context
•Experience in working with community organisations;
•Experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national, provincial and municipal governments.
•Primary and secondary Research capability (primary and secondary and experience)
