SALARY : R 270 804 per annum (plus benefits)

CENTRE : Tshwane District: Region C

 

REQUIREMENTS : A three years Bachelor Degree/ National Diploma and/or equivalent qualification
in Human Resource Management. 5-7 years’ experience in human resources of
which 2-3 years must be in a supervisory position. Experience in the full spectrum
of human resource functions, which includes the field of Conditions of Service,
Service Benefits, Exit Management (Terminations)PMDS (Performance
Management and Development Systems) and HR Records Management in the
Public Service. Knowledge and understanding of Legislative Policy Framework,
Procedures, Processes and Systems in the area of Conditions of Service, Service
Benefits, Leave Administration, PILIR Administration, Employee Exit’s and HR
Records Management in the Public Service. Knowledge of and understanding of
Recruitment and Selection processes. Knowledge and Understanding of
Resolutions within the Public Service i.e. (Occupational Specific Dispensation),
Knowledge of PERSAL functions related to the post. Sound communication
(written and verbal), Management, Conflict resolution, Negotiation, Reporting,
project management, problem solving, Operational planning, presentation and
facilitation and planning and organising skills. NB: A valid driver’s license. Only

DUTIES : Co-ordination of Service Benefits and conditions of Service: Monitor the
development and review of the system of administering processes in the area of
Conditions of service Benefits. Approve transactions on PERSAL system.
Monitor and supervise the process of recruitment and selection within the District.
Monitor and supervise the preparation and provision of reports in the area of
Conditions of service and service Benefits. Develop and monitor the system of
administering leave forms and other policy documents relating to leave
administration. Management of PILIR applications: Monitor the receiving and
recording of PILIR applications, monitor the quality preparation and submission of
PILIR applications to the Health Risk Manager. Management of Employee Exit.
Develop and monitor the system of Employee Exit (Terminations) within the
Department. Management of Human Resource Records: monitor the
implementation of Human Resource Records Management System in line with
the National Archives Act. Provide solutions to problems arising in document
archiving, distributions tracking and disposal. Management of staff: monitor the
implementation of Operational Plan of the unit, Implement and monitor staff leave
plans, attendance and provide responses to staff grievances and disciplinary
matters. Manage staff in terms of the GPG Performance Management and
Development System: Conduct performance quarterly reviews and annual
performance assessment for staff.
