Vacancy Details

Position Purpose

To provide the overall Executive Leadership on the finalization of the port master plans and development of the Regional. Portfolios with Central Region incorporating the Ports of East London, Ngqura and Port Elizabeth and the Western Region incorporating the Ports of Mossel Bay, Cape Town and Saldanha.

  •  To oversee, manage, report on, and ensure successful delivery of an integrated Infrastructure Strategy and implementation plans.
  • Please note: This position may be flexible in terms of contracting.

 

The regional Portfolio Director:

  • Is mandated by the TNPA CE to take overall responsibility for all the aspects pertaining to planning, resourcing,
  • implementation of the approved Masterplans for the applicable region and successful delivery thereof within set performance
  • standards and in compliance with duly approved and applicable processes, as amended from time to time;
  • Has the delegated authority, as per the approved Delegation of Authority, to make decisions and co-ordinate the overall requirements and implement the duly approved strategic direction for the applicable region, liaising with the CE: TNPA.

 

Position outputs:

The PD: (WR/ CR) is responsible for developing an implementation strategy for the applicable region derived from duly approved master plans for the region, and ensure execution thereof, including securing all the requisite resources (human and non-human), permits and approvals. In pursuit of this primary objective the regional Portfolio Director is required to and responsible for:

Setting up and establishment of baselines:

  • Propose any amendments that might be required on the regional Masterplan through high-level value engineering exercises.
  • Identify all the key stakeholders that would be critical for the successful implementation of the regional portfolio, and clarify their roles and their requirements;

 

Planning Processes for the Overall Development:

  • Develop an integrated regional portfolio Implementation Strategy and Implementation Plan for the overall development, in line with Project Management best practices;
  • Develop the Programme Management Plan with all the Subsidiary Plans, per the Programme Management Best Practice;
  • Set up the Programme Management Structures for the requisite reviews and approvals within their defined mandates and delegated authorities;
  • Facilitate establishment of a Programme Management Office for the regional portfolio, defining the Project Management
  • Methodology to be applied, processes, platforms and requisite systems;
  • Identify work-packages, define functional requirements and performance standards for each of them;
  • Develop high-level Sequencing, Phasing and Interface Management Strategy, with defined protocols and processes;

 

Securing of Resources:

  • Finalization and approval of the Organogram for the portfolio;
  • Develop Resource Plan in line with the approved regional portfolio Organogram and the Role/Job Descriptions for the Programme Directors, as direct reports;
  • Set Financial Management Framework for the regional portfolio in line with Transnet Group Finance Budget Guidelines

 

Required Skills

  • Executive: 10 years or more
  • Build Environment: 10 years or more

 

Candidate Requirements

Qualifications & Experience:

As a minimum, a post matric tertiary degree from a duly recognised institution in any of the Professions in the Built

 

Environment:

  • Registered Professional with a recognised and relevant Professional Body is a prerequisite.
  • Masters Degree in Project/Programme Management AND/OR Certified Project/Programme Manager from a reputable institution or professional body.
  • Post graduate qualifications in Business Management or Masters in Business Administration (MBA) qualifications, or similar, would be an added advantage.
  • A person of integrity, very sound ethics and credible orientation is required.

 

Technical Experience

  • At least 15 – 20 years practicing as a professional in any Built Environment field.
  • Applied knowledge of the Built Environment Industry.
  • Practical experience of leadership on large and complex projects.
  • Setting up management platforms, processes and systems.
  • Practical experience on Maritime Engineering work would be an added advantage.

 

Leadership Experience

At least 15 years in strategic leadership position;
