Job Title: Chief of Party (COP)
Job Location: Pretoria

Chemonics seeks a Chief of Party (COP) for the USAID-funded South Africa Low Emissions Development (SA-LED) Program based in Pretoria. SA-LED works to strengthen the capacity of the public sector to plan, finance, implement, and report on low emissions development projects and to accelerate the adoption of low emissions technologies in both the public and private sectors. The COP is responsible for assuring that all assistance provided is technically sound and appropriate for the needs to be addressed and for adequately managing and supervising the work of all organizations and individuals engaged under the Program. Additionally, the COP plays a leading and substantive role in developing and implementing all activities and serves as the primary liaison with USAID/South Africa and government of South Africa stakeholders. Responsibilities include:

  • Implement overall vision and strategy for the Program
  • Provide managerial leadership to ensure the Program is implemented on schedule, on budget, and in compliance with USAID rules and regulations
  • Serve as primary liaison with USAID/South Africa; government of South Africa national, provincial, and municipal institutions; and other donors to exchange information and develop professional relationships
  • Lead the Program’s technical team and provide technical assistance to implement activities that will lead to sustainable results
  • Supervise the technical staff based in Pretoria and other short-term local and international personnel providing technical assistance
  • Motivate staff to perform effectively toward program objectives, through communication, team-building incentives, and responsiveness
  • Coordinate with subcontractors to ensure technical assistance is delivered in accordance with program objectives
  • Control/influence messages and communications related to the program
  • Make verbal or written presentations as requested by USAID/South Africa to varied audiences
  • On an ongoing basis, use monitoring and evaluation (M&E) data and feedback from SA-LED’s stakeholders and partners to make strategic adjustments to work plan activities
  • Oversee SA-LED’s technical and administrative demobilization and closeout activities

Qualifications:

  • Bachelor’s degree in urban planning, business administration, or another relevant field required; advanced degree preferred
  • At least 10 years of experience (including at least five years in Africa) in fields required for successful implementation of this program, such as climate change, urban planning, governance, capacity building, and other relevant fields
  • Experience with project finance and investment mechanisms preferred
  • Exceptional leadership in the design, management, implementation, M&E, and demobilization of programs or projects of similar size and complexity
  • Skills in strategic planning, management, supervision, and budgeting
  • Proven ability to develop and communicate a common vision among diverse public and private partners
  • Ability to lead multi-disciplinary teams and manage multiple high priority tasks simultaneously
  • Strong interpersonal and written communication skills to coordinate effectively with a wide range of stakeholders
  • Knowledge of South Africa’s political, social, cultural, environmental, and development context and understanding of the low emissions development/green economy sector in South Africa strongly preferred
  • Experience with USAID and/or other international donors preferred
  • Excellent written and oral English communication skills required; fluency in at least one South African language preferred
