ICAP at Columbia University (ICAP) will be partnering with the National Department of Health of South Africa and other stakeholders to conduct a rapid evaluation study of a large-scale community health worker initiative. The evaluation study is funded by the U.S. President’s Emergency Fund for AIDS Relief (PEPFAR) through the U.S. Centers for Disease Control (CDC).

The study will use both quantitative and qualitative methods including a structured survey, key informant interviews (KIIs), focus group discussions (FGDs), a structured health facility assessment, a knowledge, attitudes and practices (KAP) survey, and field-based observation of WBPHCOT teams.

 

Job Title: Data Monitoring Officer (OpCon)
Job Location: Pretoria, South Africa
Reports to
: Evaluation Coordinator
Duration: 3 Months

Reporting to the Pretoria-based Evaluation Coordinator, the Data Monitoring Officer will support the data collection, management, and monitoring components of the project including: developing and implementing standard operating procedures (SOPs) for data collection and data quality assurance; developing and implementing study data monitoring plans; managing data collection tools and devices including tablet computers; and providing training, mentorship, and troubleshooting support to project staff on data collection procedures and use of tools. S/he will work closely with the Evaluation Coordinator to provide training and technical assistance to the data collection team to guarantee successful implementation of the project and adherence to project SOPs, as well as contribute to data cleaning and analysis.

Roles and responsibilities

  • Develop the study data collection, management, monitoring, and support plan for the WBPHCOT evaluation including SOPs for data collection, quality assurance, and routine study data monitoring and data cleaning, as well as procedures for use and support of electronic data collection tools
  • Collaborate on the development of training materials and participate in data collectors’ trainings
  • Provide mentorship to data collectors during the data collection process
  • Oversee data security activities and ensure that all relevant study materials are stored and maintained in a secure and effective manner
  • Conduct ongoing quality control/assurance procedures to ensure complete and accurate data entry
  • Generate routine data summaries for project monitoring
  • Support evaluation coordinators to document training and technical assistance activities and help to produce and disseminate technical reports, guides, manuals, and other written materials.
  • Contribute to the cleaning and analysis process
  • Perform any other duties as assigned

Desired experience and qualification

  • A degree in public health or related field
  • Minimum 5 years’ experience implementing data monitoring for large scale HIV-related evaluations or other studies, including aspects of design of, and responsibility for, data collection, management, and data quality assurance systems
  • Strong data analysis skills
  • Experience with mobile data collection programs such as SurveyCTO
  • Experience and comfort with informatics aspects of data collection and management
  • Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results
  • Demonstrated computer skills, including proficiency with Word and PowerPoint and the ability to rapidly process and analyze data using MS Excel, or other statistical analysis program, are required
