lementation Coordinator for the USAID-funded Resilient Waters Program to provide technical support for its institutional partner The Great Limpopo Transfrontier Conservation Area (GLTFCA). The Resilient Waters Program, a five-year project, aims to build more resilient and water secure southern African communities and ecosystems through improved management of transboundary natural resources and increased access to safe drinking water and sanitation services. Job Title: Institutional Design Expert
Job Location: Pretoria
Job Scope:
To provide expert advice and support in the design and development of institutional governance regulatory and policy related matters for GLTFCA. The goal is to ensure institutional effectiveness, sustainability and capacity development through establishing the secretariat and setting up institutional governance structures, systems, policy and regulatory frameworks for purposes of operationalizing the GLTFCA secretariat and ensuring the effective and efficient implementation of the GLTFCA.
Key responsibilities:
- Component 1.
- Review existing governance structures of GLTFCA
- Support/facilitate a situational analysis process for GLTFCA with member countries and key stakeholders / development partners to obtain an understanding of the following:
- Current and future GLTFCA work plans, programmes & initiatives
- Current organizational and governance structures and its member organizations to determine institutional needs and workable pathways to develop sustainable governance infrastructure
- Conduct site visits to different GLTFCA member organisations and institutions both at the country- and transboundary-level to understand their unique institutional and operational needs to successfully engage with the GLTFCA secretariat and to identify issues, opportunities, risks & challenges associated with current and future implementation of the GLTFCA
- Conduct benchmarking assessments of other transboundary resource management organizations in the southern African region (e.g. KAZA, LIMCOM, OKACOM) to determine most efficient organizational practices and structures that the proposed GLTFCA secretariat can adapt for its purposes
- Support development of options for governance structures of the GLTFCA (as guided by the GLTFCA agreement signed by three-member countries)
- Design options for a robust institutional governance and policy infrastructure framework that ensures transparency and accountability systems
- Develop a sustainable financing strategy for the ongoing and sustainable implementation of the various design options
- Provide technical support to the GLTFCA International Coordinator (IC) to effectively engage GLTFCA implementing agencies of member countries, board members, development partners and other stakeholders to operationalize GLTFCA work plan and establish a development partners forum
- Component 2.
- Establishing the secretariat
- Support the GLTFCA IC with the design and appointment of a statutory transboundary secretariat for GLTFCA with all the relevant governance structures, policies and systems
- Design and draft relevant policies, systems, procedures and business plans to guide the functioning of the governance structures and operations of the GLTFCA secretariat (e.g. guidelines, policy/HR manuals)
- Support the GLTFCA IC with discussions/engagement among the GLTFCA member countries with an aim to establish consensus on location of the proposed Secretariat
- Develop training materials for the secretariat, such as meeting protocol documents and governance etiquette
- Develop transition plan to further operationalize GLTFCA’s strategic mandate
Qualifications and experience
- Bachelor’s degree in Public Administration, Governance, Business Management or related field required, post-graduate degree preferred
- At least 10 years of experience in the field of institutional governance or board secretarial work
- Solid understanding of transboundary legislative and regulatory frameworks of member states particularly in the southern Africa region highly preferred
- Institutional governance, ethics and policy development experience highly preferred
- Experience engaging bilateral and trilateral inter-governmental, political and legislative organizations involved with international development projects in the southern African region highly preferred
- Intergovernmental diplomacy and protocol background
- Developing and/or establishing institutional board secretariat experience highly preferred
- Ability to collaborate in a diverse, multicultural environment with a keen sense of cultural sensitivity
- Demonstrated experience engaging, consulting, and collaborating with a diverse set of stakeholders within southern African region
- Experience in the biodiversity, wildlife, forestry conservation management and rural development sector or related experience working in the international development sector highly preferred
- A good understanding of the legal field in terms of statutory interpretations, such registration of institutions and related statutory bodies or processes, will also be an added advantage.
- Drafting of legal documents and ability to work with different pieces of legislations and treaties
- Fluency in English (speaking, reading, and writing) required; proficiency in Portuguese highly preferred
- Experience in donor/or international development environment will be an advantage

Job Title: Project Implementation Coordinator
Job Location: Pretoria
key responsibilities
Support the GLTFCA International Coordinator (IC) with the following:
- Implementation of GLTFCA’s transboundary biodiversity and wildlife conservation activities, programs and development initiatives while ensuring intergovernmental and partner collaboration and coordination
- Coordination of various GLTFCA meetings and workshops, such as supporting logistics, developing meeting materials, and liaising with service providers
- Planning, coordination and implementation of GLTFCA’s projects to ensure successful on-time and on-budget delivery of various programs
- Coordination of and aiding activities relating to fundraising and business development opportunities for the GLTFCA (e.g. development of project proposals)
- Development of Management Plans, Zoning Plans and Joint Management Plans for the GLTFCA
- Draft terms of reference(s), scopes of work for technical experts, and concept notes to support implementation of the GLTFCA’s work plan
- Coordination of and aiding the development of Project work plans and business plans for the GLTFCA
- Coordination of the GLTFCA Joint Park Management Committees (JPMCs) and its Joint Security Committees to ensure effective cross border collaboration in combatting of wildlife crime
- Development and implementation of effective strategies, protocols and procedures to support an integrated approach to combat wildlife crime on a transboundary level
- Implementation of the GLTFCA Integrated Livelihoods Strategy with key partners and stakeholders
- Establish and maintenance a database of international, regional and national stakeholders and partners
- Development and management of data sharing and information protocols/mechanisms between GLTFCA and LIMCOM to support improved transboundary resource management
Qualification, experience and skills
- A post-graduate degree in conservation management, biodiversity management, social and environmental studies, rural development, international development or related field required
- Demonstrated programme and project management skills required
- At least 10 years of experience in the field of environmental planning, environmental management or wildlife conservation management, rural development or related field preferred
- A good understanding of the practical aspects of biodiversity conservation, park management and rural and community development
- Excellent managerial, analytical, interpersonal and stakeholder engagement skills
- Experience in managing complex projects in a multi-cultural and multi-disciplinary setting in southern Africa highly preferred
- Fluency in English, both written and spoken required. Fluency in Portuguese, both written and spoken, will be viewed as an advantage.
- Demonstrated project development and fundraising experience highly preferred
- A willingness to travel widely and frequently on GLTFCA business
- A transboundary/regional and international outlook in biodiversity, wildlife conservation management, natural resource management and governance preferred
- Computer literacy with a working knowledge of GIS and Microsoft Office software packages such as Word, Excel and PowerPoint as well as a good working knowledge of database management
