Job Title: Monitoring and Evaluation Manager
Job Location: Johannesburg
The Strategic Information (SI) Manager is part of HIVSA’s senior management team who is responsible for the development and implementation of a comprehensive, integrated and robust Monitoring, Evaluation and Reporting and Learning (MERL) system to promote evidence-based management and accountability within HIVSA’s various programmes. Together with the designated Programme Managers, the SI is responsible for providing technical advice and oversight within the following main programme areas:
- Community Systems Strengthening
- Health Systems Strengthening
Responsibilities:
- Establish and oversee HIVSA’s M&E strategy and implementation of Strategic Information priorities
- Support Quality Improvement and decision making by improving data analysis and use and promoting feedback to implementing teams
- Overall responsibility for the development and implementation of a robust and comprehensive MERL system to support HIVSA projects
- Monitor and report on progress with respect to project indicators against donor requirements
- Compilation and submission of monthly/quarterly/annual reports to the relevant stakeholders
- Lead HIVSA’s programme evaluation, research, learning and sharing agenda
- Administration and team leadership
- Oversee all aspects of MERL capacity building within HIVSA
Requirements:
- An M&E postgraduate qualification (Diploma or Masters level)
- A Bachelor’s degree in public health, social work, epidemiology, development, or any related field
- At least over eight years’ experience in HIV programme performance monitoring systems design, planning, data quality management
- Demonstrated programme evaluation skills and experience
- Experience in managing large databases and ability to perform fairly complex analytics and data visualisation techniques
- Experience with working in donor funded environments, preferably a strong understanding and working knowledge of PEPFAR priorities and related M&E and reporting requirements
- Demonstrated working knowledge of South Africa’s health and social development policies and priorities, including the DHMIS and NSP
- Demonstrated working knowledge of South Africa’s health information systems, including the DHIS, Tier.net and CBIMS
- Experience in leading and managing a fairly large team with diverse technical skills
- Writing, presentation and communication skills in English
